Organizational Setting


The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises.


Reporting Lines

Under the overall supervision of the Senior Emergency and Rehabilitation Officer, Country Support Team Leader, OER and the direct supervision of the Emergency and Rehabilitation Officer, coordinator of the OER Cash, Voucher and MIS unit, the Consultant reports to the Emergency and Rehabilitation Officer, Cash, Voucher and MIS unit, within the Country Support Team, OER.


Technical Focus

Support the development and adoption of information management tools and best practices in support of FAO’s resilience agenda at a global, regional, sub-regional and/or country level.


Tasks and responsibilities

Under the overall supervision of the Senior Emergency and Rehabilitation Officer, Enabling Environment Team Leader, OER and the direct supervision of the Emergency and Rehabilitation Officer, coordinator of the OER Cash, Voucher and MIS unit, the consultant will provide support to the implementation of FAO’s resilience agenda at global, regional, sub-regional and country levels, through Information Management activities and product development in the area of cash transfers, vouchers, and Management Information Systems (MIS) for beneficiary and assistance data registration, management, delivery and tracking. This includes but is not limited to the surge support provided in L3 emergencies and the implementation of L3 Operational Guidelines.
The key functions of the consultant will be as following\:
• Provide direct information management support to FAO Decentralized Offices implementing cash transfers, vouchers and/or adopting or using the IDEA (Identification, Delivery, Empowerment Applications) ecosystem;
• Develop, document and provide strategic and operational guidance and support to Decentralized Offices in the adoption of information management tools and best practices, with a focus on cash transfers, voucher and the management and protection of beneficiary personal data;
• Coordinate the adoption of IDEA by new country offices and/or the ongoing implementation of IDEA by country offices having already adopted it, by ensuring regular, timely and appropriate information and support is provided to the relevant colleagues
• Undertake frequent travels (up to 50% of the time) to support FAO country offices with need identification, adoption, field piloting, roll-out and scale-up of IDEA, ensuring adequate operational support is provided to the implementation of emergency projects and programmes with a focus, but not limited to, cash and voucher assistance;
• Support and ensure the alignment of information management efforts between OER’s Cash, Voucher and MIS Development and Operations Team), Monitoring, Evaluation and Learning (MEAL) and Evidence-Based Advocacy Teams;
• Support the development, adaptation, dissemination and and use of information management tools such as reporting dashboards and data collection tools (including KoBo Toolbox) in collaboration with OER MEAL and Evidence-Based Advocacy Teams;
• Provide input and assistance in drafting and review of technical requirements documents for adoption of IDEA and related tools for OER and Decentralized Offices;
• Provide relevant remote support and project management input for technical innovations for OER and Decentralized Offices;
• Provide operational support and promote capacity development at the country-level;
• Maintain, updates and analyze OER information systems and databases on Cash and Voucher projects and others, as applicable;
• Perform other relevant duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree in Political Science, Economics, Information Management, Statistics, and Computer science or other relevant fields;
• At least 1 year (category C), 5 years (Category B) or 12 years (Category A) of relevant working experience in information or systems management, with a background and interest in international humanitarian development;
• Working knowledge of English or French (level C), and limited knowledge (Level B) of another FAO official language (English or French, Arabic, Chinese, Russian, or Spanish). For PSA, working knowledge of English or French (level C).

Technical/Functional Skills

• Strong analytical skills with the ability to analyze and interpret information and draw out the key messages;
• Relevant skills and professional experience preferably in programme, analysis, reporting in humanitarian work, including in data processing, analysis and report writing;
• Strong oral and written communication skills, ability to clearly articulate insights to internal and external stakeholders;
• Basic knowledge of FAO organizational policy and procedures related to programme, IM and emergency procedures;
• Good knowledge of using and programming questionnaires in Open data kits (in particular Kobo toolbox);
• Proficiency in MS Office (Word, Excel, Access, Outlook);
• Experience and ability to perform in a multi-cultural and multi-disciplinary context.
