Background:

NOTE: Please note that this position is funded under an Extra-Budgetary (ExB) Project which runs until 31 December 2025.

The post is located within the Office of Head of Mission (OHoM)/Policy and Planning Section (PPS)/ Planning, Monitoring and Evaluation Unit (PMEU) within the OSCE Mission to Bosnia and Herzegovina. It is an extra-budgetary (ExB) post within the ExB project “ICC Allotment Project-OSCE Mission to Bosnia and Herzegovina” that is currently envisaged to last until 31 December 2025. In addition to this post, the project also comprises the following supporting posts: National Procurement Officer, National Legal Officer, Procurement Assistant, and Human Resources Assistant located in the Fund Administration Unit.

The Planning, Monitoring and Evaluation Unit within PPS/OHoM coordinates the Mission’s Extra-budgetary planning and reporting and covers a broad variety of tasks related to the efficient and effective development and evaluation of ExB projects in the Mission, such as supporting programmes implementing the projects in the preparation of project documents, internal monitoring, evaluation and control as well as reporting to donors.

The main purpose of the post is to analyse, report on and provide legal advice, support the development, monitoring and evaluation of ExB projects. The Incumbent conducts baseline analysis, develops methodologies and drafts proposals for projects focusing on different areas of law, including civil, administrative and criminal aspects. The National Legal Officer, also contributes to the delivery of ExB project outputs, including reporting products and advocacy and capacity-building interventions.


Tasks and Responsibilities:

Under the direct supervision of the Chief of Policy and Planning (P4) and overall supervision of the Deputy Head of Mission, the successful candidate will be tasked with the following duties:

1. Analysing relevant domestic legislation, international standards and existing practices and procedures in different areas of the Mission’s work in BiH, identifying gaps and weakness to be addressed through an ExB project; 

2. Co-ordinating with Mission and wider OSCE colleagues as well as local and international partners in order to map needs and ongoing activities and to ensure ExB project complementarity with other relevant initiatives; 

3. Drafting project proposals, concept notes, spot reports, progress reports, agendas, summaries, and other types of documents in support of ExB project development, fundraising, monitoring and evaluation;

4. Assisting implementation of ExB project activities, including through the drafting of information products and the delivery of presentations and capacity-building trainings; 

5. Arranging co-ordination meetings, workshops, training, discussion fora, sessions, briefings, visits, publications and related activities for visitors, missions and counterparts, including provision of guidance on related administrative matters.

Necessary Qualifications:

  • First-level university degree in law (LLB);
  • A minimum of two (2) years of professional experience in the legal sector, gained through working within a public institution, civil society organization, international organization or business;
  • Demonstrated understanding of the legal and regulatory framework in BiH as well as relevant international treaties, conventions and other agreements;
  • Experience interpreting and analysing legislation and presenting complex legal issues in simple terms;
  • Experience of delivering presentations and capacity-building trainings on various legal topics;
  • Experience in conducting analysis and drafting for the purpose of project identification and development;
  • Computer literate with practical experience using Microsoft applications;
  • Professional fluency in English and local languages with excellent communication (both oral and written) skills. 

Remuneration Package:

Monthly remuneration, subject to social security deductions is 3,379.75 KM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing at higher step may be approved up to a maximum of step 3 subject to specific conditions

Please be aware that the OSCE does not request payment at any stage of the application and review process.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
