Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations. DRC has been operating in Ukraine since 2014, currently DRC employs over 700 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is looking for 2 Shelter & Settlement Assistants to be based in Dnipro or Zaporizhzhia. They will use their technical knowledge and skills to support repairs of damaged apartments, houses, and community infrastructure through cash or contractor modalities.

This position is open for Ukrainian nationals only.  

Shelter & Settlement Assistants will report to the Shelter and Settlement Team Leader.

General purpose of the role:

  • Assist the Shelter and Settlement Officer and the Shelter and Settlement Team Leader in ensuring the quality of planning, implementation and monitoring of shelter activities
  • Support and assist specialists in their day-to-day work in technical and non-technical tasks
  • Provide administrative and technical support for shelter activities
  • Keeping daily records and regularly updating information in the database about the progress of project implementation and current work
  • Preparation of documentation regarding the assistance provided in accordance with the requirements of Ukrainian legislation and DRC procedures.

Main Responsibilities:

Programming & Operations

  • Under the leadership of the Shelter and Settlement Team Leader, ensure smooth implementation of project activities related to the emergency interventions;
  • Around 80% of the working hours are expected to be spent on field visits (local business trips);
  • Support information dissemination and outreach activities, as well as via close collaboration with regional administrations, INGOs, local NGOs, etc;
  • Close collaboration with the DRC Support Unit in relation to programme activities;
  • Understand, and ensure the observance of the DRC Code of Conduct;
  • Perform other tasks as requested by DRC management.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector-relevant issues;
  • Ensure integration with other DRC sectors.

Project development

  • Develop projects tools;
  • Monitor and evaluate projects.

Logistics/Finance

  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas;
  • Initiate procurements and ensure their execution.

Required experience and competencies:

Education: Bachelor’s degree or higher in Civil Engineering, Architecture or another relevant field is an asset.

Experience:

  • 2 years of relevant experience, preferably with experience in humanitarian response;
  • It is desirable to have practical work experience in an international organization;
  • Professional experience as an engineer responsible for construction projects or similar is a plus;
  • Experience in administrative and support tasks;
  • Excellent command of MS Word, Excel, PowerPoint;
  • Fluency in the Ukrainian language; proficiency in English an asset; 
  • Proficiency with GIS and AutoCAD software is a plus.

  • Contract: Open-ended contract upon successful completion of the three-month probation period. 
  • Duty station: Dnipro or Zaporizhzhia.  
  • Start date: As soon as possible.
  • Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for DRC National Staff.
