OBJECTIVES OF THE PROGRAMME

The ULC Cluster aims to support Member States in building and sustaining strong health systems that provide equitable access to quality essential health services across all ages. This is done by enhancing leadership, governance, advocacy, workforce, essential medicine access, health information systems, and innovation capacity. The goal is to improve access to quality essential health services at the Primary Health Care (PHC) level while reducing financial hardship to support Universal Health Coverage (UHC) and Sustainable Development Goals (SDGs) in the WHO African Region. The RMH Programme in the ULC Cluster supports Member States in creating policies and plans that promote sexual reproductive, maternal, and perinatal health. It follows WHO norms and standards and aims to end preventable maternal deaths and ensure universal access to sexual and reproductive health services. The Programme works with other technical clusters in the WHO African Regional and Country Offices to define the RMH research and innovation agenda and strengthens strategic partnerships to ensure universal access to high-quality, integrated health services. This new WHO AFRO -SRHR Partnership is a two-year project within WHO African Region to strengthen high-quality Sexual and Reproductive Health and Rights services using an integrated people-centered health systems approach in 18 focus countries in the African Region.

DESCRIPTION OF DUTIES

The incumbent supports to coordinate the implementation of the WHO AFRO - SRHR project within the Region and facilitates the formulation, review, and implementation of related activities. The main duties of the incumbent are as follows:

  • Develop a results-based M&E framework, including indicators, data sources, and data collection tools for the project in the African region.
  • Establish a baseline for the programme indicators and regularly update them.
  • To conduct regular data collection, analysis, and reporting, including data analytics to measure and report project progress, develop a dashboard, and monitor project implementation in the Region and focus countries.
  • Develop and maintain communication with all the WHO AFRO - SRHR project actors, including through regular teleconferences.
  • Facilitate results-based documentation of SRHR achievements and lessons through progress reports, newsletters, regional and country profiles, human interest stories, peer-revered publications, and project reports.
  • Participate in the preparation of technical documents, reports, and data analytics related to epidemiology, monitoring, and evaluation of SRHR, including regional and country score cards.
  • Support WHO AFRO - SRHR project management and provide feedback and recommendations to improve project performance.
  • Perform other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in public health or a health-related field.
Desirable: Masters in Public Health, Training/certification in SRHR, monitoring and evaluation, results-based management, and project management.

Experience

Essential: At least five years of relevant, increasingly responsible professional experience in data analysis, data management, and statistical analysis, including in the area of health, with field experience in resource-limited countries.
Desirable: Relevant experience at the international level, including working with UN agencies. Experience SRHR monitoring and evaluation, results-based management, and project management. At least five publications in high-impact peer-reviewed journals or published reports, with at least 2 as first or the drafting author.

Skills

  • Computer literacy and ability to use relevant software and applications for processing, presentations, scheduling, virtual meetings, data analysis, data analytics, etc.
  • Expert knowledge of MS Excel and other relevant data analysis and analytic software.
  • Skills in Strategic planning, reporting,documentation, monitoring, and evaluation.
  • Proven knowledge, skills, and experience in quantitative and qualitative data collection and analysis.
  • Knowledge and experience in the implementation of Reproductive Health programmes.
  • Experience in program monitoring and evaluation.
  • Knowledge of the WHO Policy and strategy for Reproductive Health/Family Planning.
  • Demonstrated knowledge of SRHR regional Agenda.
  • Demonstrated ability to work within amulti-disciplinary and multi-national team(s).
  • Strong skills in writing proposals and reports to donors and coordinating partners.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2768 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
