The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

The Corporate Services Directorate (CS) delivers client-oriented, integrated services, to optimise the work environment and enable the CEB to deliver its mandate. As a business partner, CS supports a capable workforce that is digital and connected, in an adapted and safe working environment, and with efficient travel and visa services. The Directorate comprises four Divisions: Corporate Responsibility & ESG Reporting, Human Resources, Facility & Travel Management and Information Technology Divisions.

The Human Resources Division (CS-DHR) attracts, develops and retains the right staff in the right jobs to provide the CEB with a diverse, competent and adaptable workforce.

CS-DHR is looking for a skilled and experienced Payroll and Staff Benefits Assistant to ensure the payroll and pension processes, to give administrative support, specialised assistance and advice with a strong sense of organisation, priorities, and deadlines with a concern for quality, efficiency, accuracy and cost awareness. S/he will report to the Head of HR Services Unit and work in close collaboration with colleagues in the HR Division and throughout the Bank.


Main Responsibilities:
* Ensure administrative support and control in payroll administration in a rigorous and timely manner according to the Staff Regulations and Staff Rules (Articles of Agreement):
Ensure correct and timely processing and control of all elements related to the payroll so that staff members are paid accurately and on time in accordance with the Staff Regulations (education, settling-in, household allowances; accounting; social charges; annual social declarations). 
Participate in preparing the calculation and payment file.
Provide assistance to the Payroll & Controlling Officer and the Head of HR Services in analysing staff members’ benefits
Collect, check and process all required information and data (e.g. overtime, sickness leave, vacation days, reimbursements, etc.) and update the data in the software tool.
Help prepare the payment lists for deposit on staff members’ accounts.
Help prepare files for the general account.




Academic background:
Diploma of general secondary education or, preferably, a higher education qualification in Accounting, Business administration or (Administrative) Law, Human Resources, Payroll Management or, Social Sciences.
Professional background:
At least four years’ proven experience in compensation and benefits, payroll management and accounting gained ideally in an international organisation, international financial institution or international bank.
Excellent accuracy and solid numerical skills.
Proficiency in the use of standard office software (MS Office suite, etc.), advanced Excel and Payroll tools such as HRA, or equivalent
Excellent planning, work organisation and multi-tasking skills to ensure effective and timely output in an autonomous way and with a focus on priorities.
Good analytical and problem-solving skills.
Good listening skills combined with complete discretion and full respect for confidentiality.
 
Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
