Health System Planning Officer

Purpose of the Position

To support and coordinate the WHO activities related to health system strengthening towards universal health coverage.

Description of the duties

  1. Ensure that WHO global and regional policies and guidelines on health system strengthening are translated into implementation of national policies and programmes.
  2. Work with the Ministry of Health, other health partners and institutions to facilitate timely implementation of programmes and plans related to health systems, according to WHO policy and guidelines.
  3. Assist in identifying priority health needs at PHC level through integrated health assessments.
  4. Support planning, implementing, monitoring and coordinating activities related to Primary Care level to ensure effective delivery of various health services.
  5. Support implementation of WASH activities including waste management and improve Infection Prevention and Control practices at primary care level.
  6. Provide technical support to MOH to maintain and promote the health of people and the environment in primary care settings.
  7. Establish a baseline data on geographical distribution of health facilities and its functions, type of services and manpower.
  8. Support planning, organizing and coordinating capacity building workshops and activities to the key units of PHC directorate of MoH and health personnel.
  9. Provide technical support to program management, monitoring mechanism including quarterly reporting, mid-year and annual reviews, to record progress and identify potential bottlenecks to be addressed.
  10. Coordinate with relevant stakeholders to develop and manage a competent health workforce that can deliver integrated people-centred service, through HRH strategic planning, capacity building for priority health interventions and strengthening of governance, appropriate regulation and education capacities.
  11. Develop and maintain a database for WHO on core health indicators to be used in regular reporting for WHO various reports.
  12. Ensure proper and timely handling and monitoring of consultants' briefing, agenda, facilitation of the missions, evaluation and follow up on recommendations.
  13. Represent WHO in meetings and relevant missions

REQUIRED QUALIFICATIONS

Education Qualifications

Essential: University degree in health services administration, public health, or related field.

Experience

Essential: At least 2 years’ experience in areas of health system strengthening, health management or public health.

Desirable: Work experience with WHO/UN Agencies

REMUNERATION

Remuneration comprises an annual base salary starting at JOD 37,761 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
