Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given.Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The ILO, with funding from the Swedish International Development Agency (Sida), is supporting its tripartite constituents in Mozambique towards the creation of productive employment and decent working conditions for Mozambican women and men, particularly youth and those living in poverty. Applying a systems approach, the 5-year MozTrabalha project aims to promote the creation of more and better jobs at the national and sectoral levels, as well as through capacity development support to its constituents, namely the Government of Mozambique, Employers Organisations, and Workers Organisations.

 

The MozTrabalha project is anchored in the goals of the National Employment Policy (NEP) and the Plano de Acção da Política de Emprego (PAPE, 2021-2024). It is designed to support the further implementation of the NEP and PAPE through increased employment mainstreaming in macroeconomic and sectoral government work as well as the establishment of dedicated implementation tools such as pro-employment budgeting and employment impact assessments. At the sectoral level, using a market systems development approach, it will promote productive employment for youth and women living in poverty, particularly in the Beira and Nacala corridor, through sustainable enterprise development in the construction and forestry / wood processing sectors.


MozTrabalha’s overall aim and principle is to create productive employment and decent working conditions, at scale, with sustainable outcomes, and using a systems approach that promotes structural transformation and which will underpin all project interventions. Cross-cutting themes include a continuous focus on poverty reduction through employment creation, social dialogue and labour standards, the promotion of gender equality, as well as actively furthering the just transition towards a carbon-neutral economy. 


Within the policy and procedural requirements established by the ILO and the MozTrabalha Project, the Results Measurement and M&E Officer will be responsible for the development and implementation of a Monitoring and Results Measurement (MRM) system for the project.

 

 

Reporting lines: 

Under the overall supervision of the ILO Country Office Director for Zambia, Malawi and Mozambique, the Results Measurement and M&E Officer will work under the supervision of the Chief Technical Adviser (CTA) in close collaboration with the remainder of the project team. 

They will also contribute to coordinating and quality checking the work of consultants hired during the project to collect data and support the development and operations of the MRM system, or as indicated by the Project Manager. 

Description of Duties

The Results Measurement and M&E officer will develop, operationalise, and oversee a results measurement system that aligns to the Donor Committee of Enterprise Development (DCED) Standard for Results Measurement. In collaboration with the project team, they will ensure the overall systemic nature of all project activities, effective monitoring and evaluation of project activities and measurement of results. This will include collecting data that can be analysed and used to make strategic decisions as well as closely collaborating with other project team members to ensure the system is fully understood and owned by them. 


Specific duties include:
1.    Conduct a thorough review of the DCED Standard for Results Measurement and identify the key principles and requirements that are relevant to the project.
2.    Work with the project team to design and establish Intervention Guides for each project intervention that align to key elements of the DCED Standard.
3.    Support the project team to develop and implement a project comprehensive monitoring and evaluation (M&E) strategy including a result, baselines and targets and indicators; assumptions and risks and reporting on activities and performance towards project objectives addressing the project theory of change and mainstreaming gender and non-discrimination.  Identify and measure appropriate indicators to measure intervention progress and change, particularly for changes to employment, economic transformation, gender and youth-related outputs, outcomes, and impact.
4.    Assist the project team to identify relevant data collection methods and tools for each level of measurement. 
5.    Work closely with the project team and partners to ensure that monitoring and evaluation activities are integrated into project planning, implementation, and reporting.
6.    Lead the development and operationalisation of a monitoring plan outlining the specific activities that will be conducted on an ongoing basis to track progress toward project objectives.
7.    Coordinate and provide support to project staff in MRM system use, including development of research instruments, conduct regular data collection and develop relationships with project partners who contribute to data collection, periodic reviews of the interventions and revision of results chains.
8.    Commission and oversee third-party data collection surveys, analysis and reporting. 
9.    Support the project team and Chief Technical Adviser to manage, clean and analyse collected data in a way that optimises reliability and use. Including supporting them in the full integration of the MRM system in the project’s management and the team’s learning.
Be the focal point of the project for the mid-term and final evaluations and support related activities.

10.    Prepare reports and presentations to inform project management, donors, and stakeholders about project progress and results in line with the DCED Standard.
11.    Prepare easily accessible and understandable data (i.e. infographics) for results dissemination via social media and other means. 
12.    Lead MRM training for the project team and, to the extent required, stakeholders and project partners.

13.    Perform any other duties requested by the Supervisor. 
 

Required qualifications

Education

First level university degree in statistics, demographics, public policy, international development, economics, or related field.  Professional training on M&E/MRM and market systems development (MSD) is desirable. 

Experience

•    At least three years of relevant professional experience preferably MRM or M&E, of which includes the development and management of such systems. 
•    Experience in MRM/M&E in private sector or market systems development programmes and/or with the DCED Standard would be an advantage. 
•    Experience in market systems or value chain development and in working with the software Microsoft Project (MS Project) would be an advantage
 

Languages

Excellent command of English and working knowledge of Portuguese is required.

Competencies

-    Strong commitment to personal and professional integrity. -    Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages. 
-    Knowledge of monitoring and evaluation approaches for capacity-building projects. Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/performance monitoring plans. 
-    Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies. 
-    Experience developing and refining data collection tools.
-    Experience designing and managing multiple disaggregation variables for participant monitoring and database systems, including gender and age. 
-    Experience in strategic planning and performance measurement, including indicator design, target setting, reporting, database management, and developing M&E and performance monitoring plans. 
-    Experience in designing and administering data collection tools, conducting data entry, data cleaning, data processing, and analysis. 
-    Experience with data quality assessments and oversight. 
-    Sound knowledge of Office’s policies, administrative procedures, and practices. 
-    Ability to work effectively in a team. Excellent interpersonal skills. Tact and persuasiveness in dealing with people. 
-    Strong communication skills, both written and verbal, including the ability to write accurate reports.
-    Ability to train and build capacity of colleagues and partners in M&E systems. 
-    Ability to work independently with minimum supervision.
-    Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes. 
-    Excellent computer skills (Excel required, SPSS desirable).
-    Ability to support the development of manuals and training materials and conduct training. 
-    Ability to provide technical advice and to guide the work of external collaborators , project team staff, Senior specialists and consultants.
