Organizational Context

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services, and the Office of the Secretary General. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The Strategic Planning department is part of the Office of the Secretary General and aims at bringing the IFRC planning process to the next level, with a greater focus on membership-wide planning, monitoring, and reporting, high-level objectives, and contextual analysis. It also supports IFRC leadership to develop and foster new proposals and initiatives to promote the IFRC network.

The Strategic Planning department oversees a new country-level planning and reporting process called “unified planning and reporting”, bringing together ongoing emergency operations and longer-term work, and based on a Federation-wide planning approach.

The Federation-wide approach brings together data from the IFRC and National Societies in each context to allow a better understanding of the true scale and scope of Red Cross and Red Crescent humanitarian assistance and provides greater transparency about our collective efforts.

Federation-wide country plans and reports are elaborated at country level in the four IFRC working languages, and with formats suiting the needs of the National Society. Federation-wide reporting on the country plans follows IFRC standard reporting timeframe, i.e. a mid-year report (January to June) and an annual report (January to December). The internal versions of the plans and reports are accessible to the IFRC network only. For the donors and the public, more standard and coherent versions of the IFRC network country plans and reports are produced centrally and contain the needed information to attract funding at country-level. External versions are produced by the IFRC Global Strategic Planning and Reporting Centre based in New Delhi, India, which is a delocalised unit of the IFRC Strategic Planning department.

 

Job Purpose

As part of the Global Strategic Planning and Reporting Centre in New Delhi and in close collaboration with the Federation-wide Data Systems team in Geneva, the purpose of the consultancy is to support the data analysis and visualization of Federation-wide financial data to be incorporated into external versions of the country unified plans and reports.

 

Job Duties and Responsibilities

In reference to the preparation of 2023 annual reports being undertaken by the IFRC Global Strategic Planning and Reporting Centre, the consultant will be required to undertake the following complementary work:

1. Data consolidation: Extract key annual/semi-annual financial datasets from IFRC financial systems, and Country level National Society data collection forms and consolidate to provide a summary Federation-wide financial overview and analysis.

2. Data cleaning and quality assurance: Engage with regional and country IFRC colleagues to ensure that the quality and coverage of Federation-wide financial data is complete and accurate, incorporating all datasets from IFRC and National Societies.

3. Data analysis and visualization: Propose and prepare summaries and data visualizations to provide a clear financial overview, accurately managing and presenting overlaps in data, and identifying financial coverage and gaps.

4. Communication/Coordination: Liaise with colleagues within the IFRC secretariat in Geneva and in regional offices as needed and in particular with the Federation-wide Data Collection and Analysis Officer in Geneva.

 

Education

University degree/advanced degree in data science, information management, econometrics, or statistics required

 

Experience

Candidate should ideally have a minimum of 7 years of relevant experience.

 

Knowledge, Skills and Languages

• A good understanding of financial data and systems, with solid knowledge of

reading and extracting data from financial reports for data analysis and visualization

• Familiar with the Red Cross and Red Crescent network and/or international

humanitarian and development work

• Familiar with IFRC financial systems an asset

• Required Technical Skills:

• Proficiency in querying and manipulating raw datasets for analysis using

Power Query (M) / Tableau Prep Builder, SQL, Python, or R

• Proven experience with data visualization tools, particularly Power BI and Tableau

• Previous experience in data extraction via the use of APIs is desirable

• Preferred Technical skills

• Understanding of database structures, ETL development and automation

• Experience using Python, DAX, R, or Stata (scripting, analysis, and/or development) and collaborative platform (GitHub, Gitlab)

• Advanced Experience with Microsoft Power Platform

• Language skills: Excellent written and oral communication, organizational and presentation skills in English. Other IFRC languages (French, Spanish or Arabic) being an advantage.
