Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

The FAO Albania is responsible for leading FAO’s response to the national priorities for food security, agriculture and food systems including forestry and fisheries in the country. The Country Programme Framework (CPF) agreed between the Government of Albania and FAO defines the response to the priorities. FAO in Albania is an integral part of the United Nations Country Team in Albania and contributes through the CPF to the United National Sustainable Development Cooperation Framework (UNSDCF). FAO Albania works in close collaboration with the Regional Office for Europe and Central Asia and relevant Headquarters division in the implementation of the CPF including the private sector, academia, and the civil society organizations.

The FAO Office in Albania is multi-accreditation country of FAO, and the FAO Representative for Albania is the Regional Programme Leader for Europe and Central Asia residing in the Regional Office for Europe and Central Asia in Budapest, Hungary.

The position is located in the FAO Representation in Tirana, Albania.

The office is looking for a Programme Coordinator for an interim period of 6 months.

Reporting Lines

The Programme Coordinator reports to the FAO Representative (FAOR).

Technical Focus

Programme development, coordination and operational assistance based on the knowledge of the local conditions, culture, language and institutions of the country of assignment. Manage and provide the full range of technical and operational tasks in support of the programme and project activities of the FAO Representation in the areas of agriculture, rural development, nutrition, climate change, forestry, and fisheries.

Tasks and responsibilities

• Liaise and assist government authorities and local, national and international institutions in the areas of FAO's activities in the country and with other UN agencies. He/she may represent FAO at interagency meetings, on behalf of the FAO Representative, as required (Consultant only)
• Promote the image of FAO through advocacy of the Organization's mandate, programmes, national priorities and activities including development and maintenance of communication tools such as website, press releases and publications, and support the implementation of FAO's regulatory framework (Codex Alimentarius, Code of Conduct for Responsible Fisheries, Safe Use of Pesticides, etc.) in the country.
• Coordinate the collection, consolidation and maintenance of country data on food, crops, livestock, forestry and fisheries, including information on external aid in FAO's corporate systems, and monitors changes in national policies affecting the agricultural sector.
• Participate in producing technical, economic and policy studies as required and developing country level development frameworks, such as the Country Programming Framework (CPF) and the United Nations Development Assistance Frameworks (UNDAF).
• Identifie funding opportunities, prepares grant proposals, and mobilizes resources from donors, international development agencies, and other sources to support FAO's programmes and projects in the country.
• Participate in the formulation and preparation of programme and project proposals; monitors and reviews the status of programme/project implementation to ensure that all operational activities are carried out in line with the work plan and the project document; identifies inconsistencies and delays and, when necessary, proposes corrective measures to overcome operational constraints.
• Integrate gender equality and social inclusion considerations into FAO's programmes and projects, ensuring that interventions are inclusive and address the specific needs and priorities of women, youth, vulnerable communities, and other marginalized groups.
• Provide leadership, guidance, and supervision to lower grade level programme staff regarding all aspects of the job, including setting performance goals, conducting performance evaluations, and fostering a positive work environment conducive to achieving FAO's objectives (Consultans only).
• Oversee the allocation and management of financial resources for FAO's programmes and projects in the country, supporting the development of annual budgets, monitoring expenditure against approved budgets, identifying cost-saving opportunities, and ensuring compliance with FAO's financial regulations and procedures.
• Perform other duties as required.

Minimum Requirements

• University degree in agriculture, agricultural economics, forestry, fisheries, natural resources, rural development, business administration and management, international relations or any other field related to the work of the Organization.
• Five years of relevant experience in public and/or private sectors related to programming, planning and technical cooperation and/or project implementation.
• Working knowledge (proficient – level C) of English and limited (level B) knowledge of one of the other official languages (Arabic, Chinese, French, Russian or Spanish) for Consultants; working knowledge (proficient – level C) of English for subscribers for Personal Service Agreement.

Technical/Functional Skills

• Extent and relevance of experience in programme/project development and management.
• Extent and experience in liaison and communication work with stakeholders either from government, private sector and civil society.
• Demonstrated understanding of the purpose and functions of the technical programme, operational guidelines and project/programme management procedures.
• Extent and relevance of' experience in the collection of country data.
• Extent and relevance of experience in the identification, formulation and preparation of programme and project proposals as well as programme/project implementation, monitoring and review.
• Extent and relevance of experience in public communication and presentation skills\: Demonstrated ability to effectively communicate complex technical information to diverse audiences, including government officials, private sector representatives, civil society organizations, and local communities. Proven track record of delivering presentations, facilitating meetings, and engaging stakeholders through persuasive and articulate communication.

Selection Criteria

• Demonstrated knowledge of local context and familiarity with the socio-economic, political, and cultural context of the country of assignment, including understanding of local agricultural practices, policies, and challenges.
• Strong communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders including government officials, UN agencies, donors, civil society organizations, and local communities.
• Working knowledge (proficient - level C) of Albanian will be considered an advantage.
