UNICEF in Vientiane, Lao PDR is looking for a National Immunization Consultant to support implementation of Electronic Immunization Registration (EIR) tracker in Lao PDR. The duration of this assignment is 20 months starting as soon as possible and the consultant will be deployed at MCHC (Government office) with weekly reporting at UNICEF office.

UNICEF in Vientiane, Lao PDR is looking for a National Immunization Consultant to support implementation of Electronic Immunization Registration (EIR) tracker in Lao PDR. The duration of this assignment is 20 months starting as soon as possible and the consultant will be deployed at MCHC (Government office) with weekly reporting at UNICEF office.

Summary of key functions/accountabilities:

Under the overall supervision of HSS Manager, the Consultant will support implementation of EIR tracker in Lao PDR and will assist Immunization team team in smooth execution and coordination of following tasks:

  1. Develope an action plan/road map for EIR implementation.
  2. Develop training video script on EIR system operation.
  3. Support the development of ToR for EIR performance assessment.
  4. Work with the MOH teams from DPC, MCHC, NIP and T4D specialist of UNICEF for inclusion of findings   and fixing any technical issues related to EIR.
  5. Supervise EIR data officers who support in central and provincial hospitals by organizing regular weekly/monthly meeting to identify possible challenges which may be occurred during their mission at each facility.
  6. Support in organizing and develop presentation for EIR annual review meeting.
  7. Conduct supervision at subnational level to ensure EIR system well-functioning.
  8. Follow up with provinces to identify key challenges on EIR system operation at each level and suggest recommendation to improve its coverage.
  9. Regular analysis to triangulate data with DHIS2 & other digital systems to improve its performance.

To qualify as an advocate for every child you will have…

Qualification and experience:

  • Bachelor’s degree in public health or health systems data/MIS or any other related field

Knowledge and skills:

  • Experience in immunization data management will be an advantage Knowledge/Expertise /Skills required.
  • 3 to 5 years of experience in Immunization, cold chain, Effective Vaccine Management and related initiatives at National or Provincial level
  • Candidates having hands on experience of conducting/leading EVM trainings and assessment would be an advantage.
  • Familiarity with the Lao PDR health system context is required.
  • Experience in providing technical assistance to the government staff and capacity building activities.
  • Ability to work in a multidisciplinary team and have the initiative to work independently to meet deadlines.
  • Excellent analytical, report writing and communication skills.

Assessment Criteria:

A. Technical Qualification, 75 points

Degree Education in ……… (10 points)

  • Bachelor’s degree in public health or ICT or any other related field

Knowledge of ........... (20 points)

  • Electronic Immunization Systems and other related data systems
  • Solid understanding of Health Management information System (HMIS)
  • Knowledge of data tools and software used under health programming. 

Experience in ......... (30 points)

  • Supporting government in Health-related data analytics
  • Capacity building of health managers specially in EIR, HMIS or other health related data systems
  • Handling Routine immunization data and MIS

Quality of past work (15 points)

  • Assessment of previous work including written and analytical skills
  • Reference checks
  1. Financial Proposal (25 points)

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 50 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to the candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview, if required.
