Mission and objectives

UNFPA, the United Nations Population Fund, is the lead UN agency for delivering a world where every pregnancy is wanted, every birth is safe, and every young person's potential is fulfilled. UNFPA is on the ground improving lives in about 150 countries, home to 80 per cent of the world’s population. In these countries, the Fund is a catalyst for progress. Ensuring sustainable financing for SRHR in the current economic landscape requires greater reliance on domestic public resources and building on strategic private-public partnerships and innovative financing approaches to accelerate the shift from funding to financing the International Conference on Population and Development (ICPD) agenda. To achieve its 2022-2025 Strategic Plan, UNFPA aims to boost access to sustainable financing for SRHR from various sources to implement the ICPD agenda. As part of this effort, the organization seeks to establish and expand partnerships to strengthen financing architectures and promote innovative financing modalities for SRHR. The position is placed in a small team led by the UNFPA APRO Regional Health Economic Adviser, coordinating UNFPA’s strategic efforts to expand and leverage public and private financing in its mandated field in Asia and the Pacific.

Context

UNFPA in DPRK is seeking a potential candidate (to be based in Bangkok, Thailand) that can transform, inspire, and deliver high impact and sustained results; we need UNVs who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in program results. UNFPA has been operating in DPRK since 1985. The 6th Country Programme Document (CPD 2017-2023; pending extension to 2025) of UNFPA DPR Korea began its implementation in January 2017 in sexual and reproductive health and data for policy and programming. The Country Programme, which adopts a holistic approach, integrating humanitarian considerations with longer term development focuses on: •Increasing national capacity to deliver comprehensive maternal health and integrated sexual and reproductive health services; and •Strengthening national capacity to produce, analyze and disseminate high quality, disaggregated population data, including support to the 2018 Census. In the absence of an international SRH expert, a humanitarian-cum-SRH specialist will be required to support the Country Office (CO) in implementing and monitoring the implementation of the regular SRH program in 2024 as well as the humanitarian response program on sexual and reproductive health and the country program evaluation. In this regard, the CO is looking for a UNV with expertise in sexual and reproductive health to support the CO with implementation of its SRH program, both regular and humanitarian and oversee population and development activities in 2024.

Task description

Within the delegated authority and under the supervision of The Resident Representative of the UNFPA-DPRK CO. or his/her designated mandated representative(s), the UNV [SRH Specialist] will: 1.Support the CO in the implementation of the SRH component of the regular country programme in the following initiatives: •Help finalize the revised/updated SRH training modules in line with international standards; •Guide various capacity building interventions in SRH components of Cervical Cancer, Breast Cancer, STI/RTI, family planning, EmONC, MPDSR, MISP etc.; •Coordinate revision of the ICM standards-based midwifery curriculum in midwifery schools and facilitate knowledge enhancement of faculties to latest developments in midwifery education by interfacing with the Burnet University, Melbourne; •Assist any periodic national reviews on SRH and help in finalization of the report(s); and •Facilitate national counterparts in updating the National SRH Strategy. 2.Support the CO to plan, develop and implement humanitarian programs •Help the Representative to develop project proposals on humanitarian assistance; •Monitor and track distribution of UNFPA procured life-saving essential SRH commodities; and •Work closely with the CO team to plan for activities, work with partners and participate in inter-agency/inter-cluster/working group meetings. 3.Support the Country Programme Evaluation •Help prepare the ToRs for the international consultants; •Provide logistical support to the international consultants and coordinate with the staff members; •Support the CPE review process; and •Review draft CPE reports and provide inputs for finalization 4.Assist in positioning UNFPA’s issues appropriately, especially in SRH across the various sectors, including health sector by participating in inter-agency technical meetings, particularly the health sector, data group and nutrition working group meetings; 5.Assist in the preparation of advocacy material and updates for relevant stakeholders and partners; 6.Provide written input to Joint UN Snapshots/Situation Reports and prepare SitReps as well as internal information briefs for the CO team and relevant units as needed; 7.Support CO to implement the SRH program with monitoring and report writing in coordination with other national and international staff 8.Perform any other duties as required by the Representative. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programs mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: •Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); •Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; •Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. •Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; •Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; •Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 13.Results/expected outputs: •As an active UNFPA-DPRK CO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNFPA and its beneficiaries in the accomplishment of her/his functions, including: 1.Ensured completion of the SRH capacity development programs; 2.Helped finalize the updated national SRH strategy and midwifery education curriculum; 3.Developed at least one advocacy brief and a proposal for resource mobilization on SRH and humanitarian programming coordinating with other health sector partners; and 4.Reviewed the SRH component of the CPE and helped in its finalization •Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment •A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
