As a component of UNICEF's assistance for the Angola Polio Outbreak Response, national Polio Cold Chain and Vaccine Management (CCVM) consultants will enhance the planning and execution of CCVM aspects in the vaccination response at the subnational level. In total eighteen consultants will be recruited to be deployed in every province to focus on strengthening local capacity to effectively address the polio outbreak, along with coordinating novel OPV2 campaigns to showcase impactful results and attain high coverage.

Assist UNICEF Angola Country Office (ACO) and the Ministry of Health (MoH)/Expanded Program on Immunization (EPI) at the subnational level in the planning and management of vaccines, cold chain, and logistics, specifically in response to the outbreak of circulating vaccine-derived poliomyelitis type 2 (nOPV2).

How can you make a difference? 

Assist UNICEF Angola Country Office (ACO) and the Ministry of Health (MoH)/Expanded Program on Immunization (EPI) at the subnational level in the planning and management of vaccines, cold chain, and logistics, specifically in response to the outbreak of circulating vaccine-derived poliomyelitis type 2 (nOPV2).

Deliverables

1. Work with MOH, WHO and other partners at provincial and municipal level to develop training plans and conduct the trainings/orientation of the provincial/municipal/health facility staff on cold chain and vaccine management for introduction of novel OPV2.
2. Train provincial and municipal level staff and partners involved in the response in vaccine management, logistics and cold chain management in accordance with the guidance note and available learning modules. This includes the deployment of management tools and training materials in the country.
3. Support provinces and municipalities to prepare distribution plans for vaccine and ancillary supplies (such as ice packs, data collection forms, AEFI response kits and 
IPC/PPEs) based on the target population and number of staff that will comprise the vaccination and monitoring teams
4. Update cold chain inventory with accurate information on availability of cold chain equipment
5. Support monitor installation of Solar Direct Drives and deployment of passive cold chain to increase cold chain capacity in readiness for novel OPV2 introduction and other new vaccines to guarantee its successful execution.
6. Coordinate with partners to implement appropriate logistical solutions to ensure the availability of vaccines in hard-to-reach areas.
7. Monitor the performance indicators of health facilities and take corrective actions to optimize results to improve the quality of activities.
8. Provide frequent and regular reports to the Outbreak Technical Lead on all aspects of CCL&VM and contribute updates for SITREPS, bulletins, and newsletters.
9. Support epidemic response assessment teams (OBRAs) and external reviews with information related to vaccine management, logistics and the cold chain.
10. Coordinate with UNICEF Health and Finance teams, MOH and WHO to ensure payments for UNICEF supported campaign activities are executed efficiently and accurately and reconciliations are managed in line with UNICEF Harmonized Approach to cash transfer (HACT) policy
11. Facilitate activities related to Vaccine Accountability, waste management and reverse logistics activities of the novel OPV2 vaccine and ensure all relevant report and documentation is in place
12. Undertake other assignments and responsibilities as requested by the country offices, and other partners to support the successful response to the outbreak.

To qualify as an advocate for every child you will have… 

  • A minimum of 2 years of professional experience in immunization supply chain, cold chain, vaccines and logistics planning and management at the national level 
    − Relevant experience in immunization program, polio supplementary immunization activities (SIAs), project development and management in any UN systems agency or organization is an asset.
    − Experience of working in an emergency setting is required.
    − Ability to work in most extreme hardships.
    − Ability to work independently and to meet deadlines.
    − Ability to write clear and concise reports in English.
    − Demonstrated ability to effectively work and communicate in a multicultural environment.
    − Computer literacy with high ability to use excel spread sheets.
    − Completed training on Basic and Advanced Security in the Field
Language Proficiency
• Fluency in Portuguese is essential
• Working knowledge of English is advantageous

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
