UNODC technical assistance activities in Central Asia, including Tajikistan, are undertaken under the broad framework of the UNODC Programme for Central Asia (2022-2025). The Programme is composed of five priority Subprogrammes, namely: 1 – Preventing and Countering Transnational 

Organised Crime; 2 – Preventing Crime, Increasing Access to Justice and Strengthening the Rule of Law; 3 – Addressing Drug Use, Increasing Treatment of Drug Use Disorders and Preventing HIV/AIDS; 4 – Preventing and Countering Terrorism, Violent Extremism and Radicalisation that Leads to Violence; 5 – Supporting Research, Trend Analysis, Policy, Advocacy and Forensics.

Under Subprogramme 1, and based on a strong track record and within its mandate in the areas of trafficking in persons and smuggling of migrants, UNODC is implementing a global programme titled “The Global Action against Trafficking in Persons and the Smuggling of Migrants” (GLO.ACT). Funded by the EU, GLO.ACT supports countries in developing and implementing more effective national and international responses to trafficking in persons and migrant smuggling. Specifically, the project assists governmental authorities and civil society organizations in targeted, innovative and demand-driven interventions in: (1) supporting evidence-based strategies, policies and legal frameworks; (2) building rights-based and gender-equal operational capacity to counter TIP and SOM; (3) promoting bilateral, regional and trans-regional cooperation; and (4) provide support the identification, screening, referral and protection of victims of human trafficking and migrants in situations vulnerable to exploitation and abuse, including children. 

The incumbent will work under the direct supervision of the National Project Officer (Human Trafficking and Migrant Smuggling) of the UNODC Programme Office in Tajikistan (POTJK), under the overall supervision of the Head of Office, POTJK and the GLO.ACT Project Coordinator located in UNODC HQ (Vienna).

Duties and Responsibilities

The Programme Assistant will work closely with the National Project Officer of the UNODC Programme Office in Tajikistan (POTJK) to provide support in implementation of GLO.ACT programme activities and coordination with the POTJK and government counterparts. Specifically, the incumbent will be responsible to perform the following tasks:
  • Carry out all the administrative activities to support GLO.ACT programme implementation along with helping in logistical arrangements for SPI events such as meetings, training, round tables, and conferences;
  • Arrange travel and related logistics for SPI team including, programme officer, assistant programme officer and consultants.
  • Prepare purchase requisitions for procurement in consultation with SPI team and assist procurement department to invite quotations and make comparison statements related to these procurements;
  • Maintain proper filing system/inventories;
  • Undertake administrative follow-up with national and international partners as and when required;
  • Maintain a list of addresses/phone numbers of counter parts and relevant GOT/private organisation officials;
  • Maintain financial disbursements, IOV reconciliation and data quality monitoring systems.
  • Acquisition of budget expense sheet for further planning;
  • Maintain financial records for project accounts; 
  • Assist in calculating and compiling costs estimates, projected budget requirements and preparation of budget statements;
  • Prepare and assist in the preparation of relevant procurement procedures for goods and consultancy services, prepare bidding papers in accordance with UN/UNDP requirements, including RFP, RFQ, LVA, individual contracts, arrange procurement actions within the thresholds.
  • Assist in the organization of personnel travel arrangements, conferences, training/study tours, procurement of equipment, producing training and visibility materials and other services requested for project implementation. (e.g. create Purchase Orders, Travel Requests and Funds Commitment requests).
  • Prepare and process payment requests/travel claims and ensure appropriate documentation and record keeping;
  • Provide support in carrying out routine budget revisions;
  • Provide support in carrying out revisions in programme documents including the concept notes, frameworks etc. 
  • Ensure that deadlines for reports are met; create finance reports as required and ensure scheduled reports are delivered on time;
  • Maintain individual project and outcome files; and
  • Perform any other task(s) assigned by the supervisor.

Required Skills and Experience
 
Education:
  • Secondary education.
  • Bachelor’s degree in business administration, public administration, social sciences, project management, or relevant degree will be given due consideration
Experience:
  • A minimum of five years (with Secondary Education) or two years with Bachelor’s degree of progressively responsible experience is required. 
  • Experience in projects/programmes, finance and administration is required.
  • Experience in programme management, project budgeting, payment processes familiarization with procurement and inventory processes is desirable.
  • Experience of liaison with national counterparts in Tajikistan is desirable.
  • Work experience in the United Nations system and/or in a similar international organization is desirable.

Languages: 

  • Fluency in English, Tajik and Russian i.e. oral and written proficiency, are required. 
  • Knowledge of another UN official language is an advantage. 

Skills:

  • Solid knowledge of MS office tools (Word, Excel and Publisher) with advanced knowledge of MS Excel and MS Access.
  • Strong problem-solving skills – both in person and over the telephone
  • Excellent interpersonal, verbal and written communication skills in English, Russian and Tajik. Ability to work independently, under pressure and to tight deadlines.
  • Experience with UN rules and procedures is an advantage.
