Base Location: Udaipur/Sirohi (Rajasthan)

 

Duration: May 2024 – Sept 2024

 

Working days – Monday to Friday.

Working timing – 9.30 am to 6 pm/or as per school opening time.

We work in collaboration with local communities, partner organizations, and governments to develop literacy skills and a habit of reading among primary school children and ensure girls can complete secondary school with the skills necessary to negotiate key life decisions.

Room to Read India was established in 2003 and presently has programs in twelve states – Andhra Pradesh, Bihar, Chhattisgarh, Delhi NCR, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Telangana, Uttarakhand, and Uttar Pradesh.

 

Position Overview:

 

Requirement of a Consultant for Multilingual Education Activities.

 

Location- Rajasthan

 

Room to Read (RtR) India has entered a strategic partnership with USAID for Scaling-up Early Reading Intervention (SERI) to the foundational literacy outcomes in state of Rajasthan over next few years. The focus of this partnership would be to make an impact at a scale large enough which ultimately leads to state-wide impact. In the past while this model has attempted to demonstrate a structured pedagogical approach for foundational grades in the state, in the context of current Foundational Literacy and Numeracy (FLN) reform, the model will aim to both contextualize as well as innovate various iteration to support the current state-wide reform.

 

Room to Read India Trust recognizes the importance of multilingual education (MLE) in enhancing learning outcomes, especially in diverse linguistic contexts. The organization has undertaken various initiatives to promote MLE as a key component of its educational programs.

 

We are seeking a dynamic and dedicated Multilingual Education Consultant to collaborate with RSCERT Udaipur on various initiatives aimed at advancing multilingual education (MLE) activities. The successful candidate will be responsible for a diverse range of tasks, contributing to the success and impact of MLE interventions in Rajasthan. The position will be responsible for quality implementation, coordination, development, and reporting of the variant of the MLE pilot program with RSCERT Udaipur in Rajasthan. This position will involve frequent travel to schools located in multiple districts/blocks as well as regular interaction with education officials, school administrators, teachers, and students. The major roles and responsibilities include:

 

Roles & Responsibilities:

 

Programme Planning, Management & Implementation

  • Develop a thorough understanding of Room to Read’s Literacy program design along with mother tong-based instruction pedagogy.
  • Oversee the implementation of the MLE related pilot project and activities in close collaboration with RSCERT at state, DIETs and district administration at district, and block level, ensuring timely, efficient, and well-coordinated implementation, adhering to the program and budget guidelines.
  • Ensure at least 10 joint monitoring visits at block level, 2 joint visits at district and 1 joint visit with state level officials for supportive supervision and monitoring as per defined template.
  • Actively participate and provided required support in offline and online training of government functionaries, teachers, and review meetings organized by RSCERT and DIETs.
  • Support the line-manager and colleagues in strategic planning and advocacy, including sustainability planning and future expansion decisions.
  • Participate in any other activities which may be required to be undertaken to fulfil the objectives of the organization in consultation with line manager.
  • Support to the RtR Reading Campaign and support in government campaigns related to the project objectives.
  • Provide technical support and strategic inputs in community and SMC level activities in MLE-related activities pilot districts, fostering a sense of ownership and support.
  • Document the key achievements and learnings of program implementation for communication and monitoring purpose.

Technical Expertise & System Strengthening:

  • Stay updated regarding the changing trends and any new state level policies, program, or interventions, as announced by the government.
  • Ensure incorporation of RtR literacy and MLE approach in co-creation of materials, training modules at state and district level. Participate and provide technical support in activities such as action research related to Multilingual Education with DIET faculties.
  • Support to line manager for state Level and DIET for system strengthening efforts such as action research, SRG workshop, material development related SERI project. Attend review meetings at the state, district and block level and provide reflective feedback on program implementation and design issues and use those forums to advocate for enabling policies and government orders in support of RtR literacy program and mother tong-based instruction program.
  • Provide technical oversight to state/Dist./Block level education officials and support them in supportive supervision of teachers during monitoring visits. Identify gaps in their capabilities and plan for their capacity building in discussion with the team.
  • Support govt officials in organizing monthly review meetings at district or Block level.
  • Represent Room to Read in different forums and advocate the importance of reading and need for libraries for children.

Supervision & Reporting:

  • Collect all the relevant information from field related to program design and implementation. Submit weekly and monthly report to the line manager and CO as per the standard template.
  • Provide technical oversight to the teachers and govt officials and support them in coaching and communication with teachers.
  • Share at least 3 case stories every month, one each of govt officials, Teachers, and Students.
  • Analyse various data and information emanating from the field, develop programmatic co-relations and flag off issues for larger discussion. 

Research and Monitoring:

  • Actively participate and provide technical support in Baseline Assessment conducted by government.
  • Support line manager and RME team in reviewing the monitoring and evaluation data of school monitoring visits and supportive supervision.
  • Synthesize and analyse data and write summary reports of the project implementation based on the M&E results.
  • Identify key issues around program quality and links between monitoring and evaluation and quality assurance and improvement.
  • Represent Room to Read in different forums and advocate the importance of our educational work in the developing world.
