Background information 

In co-operation with the State Financial Monitoring Service of Ukraine (SFMS), the OSCE is currently implementing the project "Strengthening Ukraine’s Financial Monitoring System Preparedness to Fight Money Laundering and Financing of Terrorism Threats" which aims to address the needs of Ukraine’s financial monitoring system in fulfilling requirements of the anti-money laundering and countering financing of terrorism supervisory bodies (FATF, MONEYVAL) and respond to emerging challenges in the fight against money laundering and financing of terrorism (ML/FT).

One of the key elements of the project is providing support to the national risk assessment (NRA) process and subsequent development of the NRA Report. Regular risk assessment helps to enhance the capacities of financial monitoring agencies to counter identified money laundering and financing of terrorism threats, support the alignment of the national AML/CFT system with international standards, and leads to further development and implementation of a relevant action plan.

In 2016 OSCEsupported the development of the relevant NRA methodology for the SFMS, which was later used in the process of carrying out the NRA exercises.

In the framework of preparation for the fourth NRA round in 2025, the project needs to engage an expert to assist the SFMS in updating of the existing NRA methodology and development of proposals for expansion of thematic coverage of the report on the results of the fourth round of NRA.

Please note that this is a short-term consultancy assignment of approximately 30 days within 3 months duration. The consultant will be required to work from home with the ability to travel to participate in the working group meetings, if necessary.

Tasks and Responsibilities: 

The OSCE is looking to recruit a qualified financial monitoring expert who will be assigned with the following tasks:

• Conduct a thorough analysis of a number of reports (analytical and research documents, scientific and practical developments on a number of topics pertaining to the AML/CFT sphere) in order to identify key risk factors and recommendations for upgrading of the NRA methodology and/or expanding the thematic framework of the 4^th round of NRA;
• Prepare a report based on the results of the analysis, including conclusions and proposals for each topic;
• Integrate obtained data into the NRA methodology and/or provide proposals for expansion of the thematic framework of the 4^th round of NRA. 

Job Requirement:

• Ukrainian citizenship or holding permanent resident status in Ukraine;
• University degree in economics, finance, accounting or related fields. An advanced degree in the above- mentioned fields would be an asset;
• Minimum five years ofrelevant professional experience in the sphere of financial monitoring and/oranti- money laundering;
• Available publications related to financial monitoring/anti- money laundering subjects;
• Experience in analysing multi-profile qualitative and quantitative data;
• Prior involvement in international projects related to the AML/CFT sphere would be an advantage;
• Excellent knowledge of Ukrainian (both oral and written), working knowledge of English;
• Self-discipline and ability to work against deadlines;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability to work with people of different nationalities, religions and cultural backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Computer literacy with practical experience using Microsoft applications.

Remuneration Package

У співпраці з Державною службою фінансового моніторингу України (Держфінмоніторинг) ОБСЄ впроваджує проєкт «Зміцнення готовності системи фінансового моніторингу протистояти відмиванню коштів та фінансуванню тероризму», метою якого є задоволення потреб системи фінансового моніторингу України у виконанні вимог наглядових органів з питань протидії відмиванню коштів та фінансуванню тероризму (FATF, MONEYVAL) та реагуванні на нові виклики у боротьбі з відмиванням коштів та фінансуванням тероризму (ВК/ФТ).

Одним із ключових елементів проекту є підтримка процесу проведення національної оцінки ризиків (НОР) та подальшої розробки Звіту з НОР. Регулярна оцінка ризиків допомагає підвищити спроможність органів фінансового моніторингу протидіяти виявленим загрозам відмивання коштів та фінансування тероризму, сприяє приведенню національної системи ПВК/ФТ у відповідність до міжнародних стандартів, а також подальшій розробці та впровадженню відповідного плану дій.

У 2016 році ОБСЄ підтримала розробку відповідної методології НОР для Держфінмоніторингу, яка пізніше була використана під час процесу проведення НОР.

У рамках підготовки до четвертого кола НОР у 2025 році проєкт потребує залучення експерта/-ки для надання допомоги Держфінмоніторингу в оновленні існуючої методології НОР та розробки пропозицій щодо розширення тематичного охоплення звіту за результатами четвертого кола НОР.

Опис завдання:

• ОБСЄ планує найняти висококваліфікованого/-у експерта/-ку з фінансового моніторингу, якому/якій буде доручено такі завдання;
• Проведення ретельного аналізу низки звітів (аналітичних документів, досліджень, науково-практичних напрацювань з ряду питань, які стосуються ПВК/ФТ) з метою виявлення ключових факторів ризику та рекомендацій для удосконалення методики НОР та/або розширення тематичного каркасу четвертого кола НОР;
• Підготовка звіту за результатами аналізу, включаючи висновки та пропозиції щодо кожної тематики;
• Інтеграції отриманих даних у методологію НОР та/або у розширення тематичного каркасу четвертого кола НОР;

Вимоги до кандидатів

• Громадянство України або наявність посвідки на постійне проживання в Україні;
• Вища освіта у галузі економіки, фінансів та обліку чи суміжній галузі. Наукова ступінь у вищезазначених галузях буде перевагою;
• Мінімум п’ять років відповідного професійного досвіду у сфері фінансового моніторингу та/або протидії відмиванню коштів;
• Наявність наукових публікацій з питань фінансового моніторингу та/або протидії відмиванню коштів;
• Досвід проведення аналізу кількісних та якісних даних;
• Попередня участь у міжнародних проєктах у сфері ПФК/ФТ буде перевагою;
• Відмінне володіння письмовою та усною українською мовою, робоче знання англійської мови;
• Самодисципліна та вміння працювати у встановлені терміни;
• Обізнаність щодо гендерних питань, а також здатність враховувати гендерну проблематику при виконанні завдань та інтегрувати гендерно орієнтовані підходи у робочий процес;
• Вміння працювати з людьми різної національної, релігійної, культурної приналежності, різних статей та політичних поглядів, та зберігати при цьому неупередженість та об’єктивність;
• Комп'ютерна грамотність, включаючи практичний досвід використання програм Microsoft.
