  The Caribbean Development Bank (CDB/the Bank) is seeking to recruit an Intern, Office of Independent Evaluation. The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.

THE OFFICE OF INDEPENDENT EVALUATION

The Office of Independent Evaluation (OIE) of the Caribbean Development Bank (CDB/the Bank) oversees independent evaluation. OIE reports directly to the Board of Directors (BoD) of CDB. OIE undertakes performance evaluations of completed projects (and selected ongoing projects), programs, policy-based loans, technical assistance activities, and other development efforts to assess their outcomes and impact on Borrowing Member Countries' (BMCs) economic and social development.  It also conducts sector policy and thematic reviews, country strategy evaluations, and corporate process reviews.

In June 2023, the OIE embarked on launching its first Perception Survey. This endeavor marked an important moment in the evolution of the OIE, as it sought to engage the diverse perspectives of its internal stakeholders, including the BoD, senior management, and all CDB staff. With a primary focus on understanding the perceptions held by these stakeholders regarding the OIE's role, functions, evaluation knowledge products, and services, this survey delved into critical dimensions, including familiarity with OIE's work, its value in terms of accountability and learning, relevance, influence, quality, independence, and timeliness, as well as the overall usefulness of OIE's evaluations and knowledge products.

THE ROLE

To assist OIE in piloting an initiative aiming at the systematization of findings from Project Completion and Validation Reports (PCVRs) and Independent Evaluations in a database accessible to CDB internal staff.

  • Assist in reviewing the information to be extracted from Project Completion and Validation Reports and Independent Evaluations.
  • Extract relevant findings and data from the reports for inclusion in the database.
  • Develop a user-friendly template for data entry and reporting.
  • Ensure the accuracy and completeness of data entered into the database.
  • Prepare periodic progress reports on the database implementation.

REPORTING REQUIREMENTS

The intern will report to the following individuals:

  • Evaluation Officer: The intern will report on the progress of data extraction, database development, and any issues or challenges faced during the process.
  • Evaluation, Research, and Knowledge Management Assistant: The intern will collaborate closely with this team member on knowledge management and reporting tasks.

EDUCATION AND COMPETENCIES

  • Currently enrolled in a relevant bachelor's or master's degree program, preferably in Information Technology, Database Management, Evaluation, or a related field or recently graduated (not more than 12 months)
  • Strong computer skills and familiarity with database management software (e.g., SQL, Microsoft Access, or similar)
  • Proficiency in Microsoft Excel for data entry and analysis.

  • Strong attention to detail and accuracy in data handling
  • Effective communication and interpersonal skills to collaborate with team members and stakeholders
  • Ability to work independently and as part of a team
  • Knowledge of evaluation processes and report analysis is a plus.
  • Commitment to maintaining confidentiality and handling sensitive information appropriately.

This assignment will be carried out over a 3-month period, commencing in June 2024.
