Job Description

Under its Assistance Programme, the International Organization for Migration (IOM) is providing direct assistance and counseling to various categories of Afghans (American citizens, Lawful Permanent Resident, Immigration Visa) at Camp As Saliyah (CAS) Transit Center in Doha, Qatar, from their arrival at the transit center up until their departure from the site. The Assistant Programme is designed to complement the efforts undertaken by the U.S. Government (USG) in supporting the safe resettlement of Afghans to the United States, by creating a safe, dignified, and protective environment for Afghan guests staying at the transit center.

Responsibilities

  • Support SMS and the Site Officer with overall community mobilization, community engagement, outreach sensitization/awareness-raising campaigns.
  • Support with conducting satisfaction surveys, safety audits, FGDs, and other community-based activities in coordination with the relevant units/partners at the site level.
  • Assist the SMS unit and the Site Officer in identifying community focal points and communicating with other field teams.
  • Monitoring service provision and the overall condition of guesthouses, WASH facilities, and other cross-cutting service-related issues.
  • Support the Risk Communication and Community Engagement (RCCE) efforts, contribute to develop key messages in response to existing needs and gaps, and debunk rumors (if any) in coordination with relevant service providers.
  • Participate in local-level communications and community engagement meetings to ensure sufficient information on project-related needs and issues.
  • Support community mobilization for IOM and partners with particular emphasis on meaningful inclusion of women, children, the elderly, and persons with specific needs.
  • Conduct, support, and facilitate guests’ capacity-building activities in coordination with the relevant units.
  • Support the existing mechanisms for marginalized groups (particularly women and girls) to voice their concerns in coordination with relevant units (Protection, MHPSS, PSEA, CE, Education, etc.) - a female mobilizer will be responsible for such activities.
  • Ensure that guests are aware of the assistance and services available and how to access them.
  • Support, facilitate, and promote community resilience-related activities in coordination with the relevant units.
  • Assist with reporting, success stories, and information management-related efforts.
  • Assist in organizing, facilitating, and implementing community events.
  • Communicate to the Site Officer any issues or problems relative to the project implementation and suggest solutions.
  • Provide regular updates and other relevant information materials and statistics to the Project management team regarding community mobilization-related activities.
  • Assist the SMS team on project visibility and stakeholder engagements, when necessary.
  • Support with conducting outreach CFM activities as needed.
  • Support with conducting site monitoring visits and facilitate focus group discussions (FGDs) to shove the SMS and IOM intervention when needed.
  • Perform other duties to be assigned by the direct supervisor.
  • Ensure required documents or information from beneficiaries are submitted and safely organized and filed in accordance with IOM policies.
  • Proactively identify and report to the Site Officer areas for improvement, including but not limited to the accuracy and quality of information being shared with the guests or complainants.
  • Support visibility efforts to raise awareness of the CFM among the guests.
  • Track rumors and assist in debunking them through sensitization efforts.

Qualifications

EDUCATION

  • University degree in social sciences or equivalent from an accredited academic institution or institute with a minimum of three years relevant working experience, or,.
  • Completed high school degree with at least five years of relevant experience.
  • Professional relevant experience in Camp Coordination and Camp Management (CCCM), Community Engagement, Community Mobilization and CFM is an advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

EXPERIENCE

  • Minimum two years of professional experience in Camp Coordination and Camp Management (CCCM), Community Engagement, Community Mobilization, and/or any other relevant experience.
  • Experience in supporting the management and coordination of information flows and data management, including collection, storing, processing, and analyzing data to generate information products, is desirable.
  • Analytical capacity, attention to detail, resourcefulness, initiative, and maturity of judgment.
  • Familiarity with statistical software packages is desirable.
  • Advanced communication and interpersonal skills with the ability to deal with work pressure and meet deadlines.

SKILLS

  • Data entry, analysis, and manipulation skills in Excel and other Microsoft software.
  • Experience in analytical tools like PowerBI will be an added advantage.
  • Capacity to manage sensitive and confidential matters with discretion and professionalism
  • Ability to establish effective working relations with persons of different backgrounds
  • Ability to cope with situations that may be psychologically or emotionally traumatic.
  • Ability to write highly quality reports.

Languages
 

IOM's official languages are English, French, and Spanish. 

REQUIRED

For this position, fluency in English, Dari, and Pashto is required (oral and written).

DESIRABLE

Knowledge of Arabic is an added advantage.
