UNICEF Nepal Country Office is looking for committed professional to provide technical assistance to selected local governments and implementing partners for the implementation of the WASH recover project. The consultants will be engaged for 9 months and will be based in Ministry of water, supply & energy development office, Karnali.

UNICEF has been providing support for the activation of the WASH cluster, capacity building, and improvement of WASH services in communities and schools affected by the earthquake in Jajarkot. UNICEF plans to enhance WASH services in these communities in alignment with the UN Joint Recovery Action Plan. The aim is to strengthen leadership and coordination in WASH response, recovery, and reconstruction, ensuring safe water, sanitation, and hygiene education for all affected families.
 
Despite UNICEF's partnership policy with the government and civil society organizations (CSOs), this emergency early recovery program must be completed within a short timeframe. Consequently, CSO partners are seeking collaboration to implement the WASH in an Emergency program in Jajarkot and Rukum West. This project aims to strengthen the WASH cluster coordination mechanism, emergency preparedness and response, as well as ensure early repair, maintenance, and reconstruction of damaged community water supply schemes, sanitation, and handwashing facilities in communities, schools, and health care facilities assuring better health and well being of the affected communities.
The WASH component includes the following areas:
• Assistance to provincial and local levels for coordinated WASH response and recovery works
• Capacity building and support for preparedness at local and provincial government levels
• Repair and maintenance of damaged community water supply schemes
• Reconstruction of community water supply schemes
• Reconstruction of water supply facilities in schools
• Repair/reinstate partially damaged community/HH toilets including handwashing stations
• Reconstruction of sanitation and handwashing facilities in schools
• Reconstruction of fully damaged community/HH toilets including handwashing stations
• Conducting hygiene promotion sessions in earthquake-affected areas and most vulnerable communities

How can you make a difference? 

The purpose of this consultancy is to provide technical assistance to selected local governments and implementing partners for the implementation of the WASH Recovery Project in selected municipalities in Jajarkot and Rukum West. The WASH Coordinator will be based in Surkhet and will support the WASH team in Karnali Province in effectively executing the core functions of the WASH early recovery program. This includes offering technical support to WASH team based in the selected districts and implementing partners, and selected municipalities, monitoring and reporting, as well as ensuring quality assurance of WASH service delivery. Therefore, the WASH Coordinator will undertake a diverse range of tasks within the WASH team, with a primary focus on assisting partners in delivering all assigned tasks with high quality in coordination with provincial and local government as well as other sectors such as nutrition, education, health and shelter.
Under the delegated authority and supervision of the WASH Officer, the WASH coordinator will assist in developing WASH Provincial and Local WASH contingency plans, updating WASH recovery progress and service data for WASH Cluster, UNICEF and NWASH system, support revising WASH plans, designing and facilitating training schedules, coordination and facilitating delivery linking with sectors such as nutrition, education, health and shelter at provincial and local level. The WASH coordinator will further support in implementing partners in capacity building for municipalities, implementing partners, water user committees, and schools. Additionally, the WASH coordinator will aid local governments and implementing partners in selecting earthquake-affected schools and water supply schemes, developing climate and disaster-resilient water supply schemes including one house- one tap policy, conducting water quality monitoring, and promoting, repairing, and installing sanitation and hygiene facilities in households and schools contributing towards water-safe. communities.

To qualify as an advocate for every child the consultant will have… 

Academic Qualification:

  • Master’s degree in one of the disciplines relevant to the following areas: Civil Engineering, Environment/Sanitation Engineering, Public Health, Planning, Sociology and Rural Development.
  • Additional training in Social Behavior Change, Health Education; Planning, Monitoring and Evaluation, and Communication for Development (Programme Communication) focusing to WASH, is an asset.

Work Experience:

  • A minimum of 5 years of professional experience in WASH governance, water supply, WASH in schools, WASH in Emergency and water quality
  • A good working knowledge of recent developments and approaches on safely managed water, sanitation, and hygiene services, water quality, WASH in schools, and WASH in emergencies,
  • Demonstrated experience implementing water supply projects, WASH in school initiatives, water quality and recovery and reconstruction work in emergencies including result-based, human rights and gender/disability issues, specifically relating to children and women, and the current UN/ Govt’s position and approaches.
  • Good theoretical and technical knowledge of local and provincial planning and management,
  • Excellent knowledge and skills of computer in Autocad, Microsoft and data management,
  • Strong communication skills (written and oral) in English are required.
