Background

The Office of Audit and Investigation Services (OAIS) reports to the Executive Director of UNFPA and is mandated to provide internal audit and investigation services to the Organization. The OAIS Investigations Branch conducts independent investigations into all allegations of wrongdoing, committed either by staff (including those of harassment, abuse of authority, and sexual exploitation and abuse), or by independent contractors, implementing partners and other third parties, to the detriment of UNFPA. The consultant is required to assist with investigations conducted by the OAIS Investigations Branch.

Main Tasks and Responsibilities

Under the direct supervision of the Chief, Investigations Branch, the consultant will assist with: a) Preparing preliminary reviews and case assessments of allegations received by OAIS; b) Conducting investigations with due respect for professional standards and UNFPA policies and procedures; c) Drafting, preparing and reviewing investigation and closure reports, case closure notes, memoranda, and other investigation products; d) Updating the OAIS case management system by ensuring that all evidence/information is captured; e) Participating in OAIS investigation missions as required; and f) Performing other investigation-related duties, as requested.

Organizational Setting

This consultancy will be performed at UNFPA, New York Headquarters or at a remote workplace with secure and proper work environment including appropriate workspace, computer equipment and related telecommunication connections.  Travel may also be undertaken as required by individual investigation missions outside Headquarters; such mission may include travel to hardship duty station.  Travel may also be undertaken as required by individual investigation missions outside Headquarters; such missions may include travel to hardship duty stations.

The duration of the consultancy is for up to 45 days of work within the period of 15 October 2016 to 31 December 2016.

The consultant will be paid a daily rate

Education and Experience

Advanced university degree in law or closely related fields; first level university degree with a combination of significant relevant education, training and experience in the field of investigations may be accepted in lieu of an advanced degree. A minimum of 7 years of relevant professional experience. Experience within an international investigation role in the UN context desirable. Proven ability to conduct complex investigations and quickly and accurately analyze, assess and summarize investigation findings, observations and recommendations. Excellent drafting skills. Strong interviewing skills. Field experience is an advantage Fluency in English is required, working knowledge of other UN official languages desirable.
