Purpose of the Assignment

The overall goal of the consultancy is to provide financial management quality assurance and support in the implementation of FMIP and the reduction of fiduciary risks in the WDP and beyond.

The main objectives of the consultancy are:

  • To strengthen the capacity of the MoWCSW and its related institutions in public financial management
  • To support the Sub-Committee on Public Financial Management (PFM) formed under the GBV Prevention Project Steering Committee to strengthen PFM systems of MoWCSW and its related institutions

Assignment Tasks

  1. Monthly report to UNICEF on the status of the implementation of technical assistance and capacity building initiatives to support MoWCSW/DWC on financial management issues
  2. Assist and support the DWC in maintaining the records and accounts of foreign currency bank account of the programme and compiling the annual and monthly financial statements including the preparation of bank reconciliation statement
  3. Assist DWC in preparing trimester-wise financial management report (FMR) of the programme in the template agreed by DFID as necessary with the technical support of UNICEF. Provide technical support in getting the reimbursement from DFID and fund release from Financial Control General's Office (FCGO) on time for smooth programme operation
  4. Support the functioning of Sub-Committee on Public Financial Management, which meets on trimester-wise basis for overviewing and directing guidance and policies on financial management related issues
  5. Assist and provide required support to the DWC in the implementation of FMIP, update the FMIP implementation status and share with GoN and DFID in a regular basis (at least at the time of project steering committee and PFM sub-committee meetings)
  6. Support in regular reviews or assessments, as necessary, carried out by external parties including DFID
  7. Assist in implementation of recommendations received from different internal and external assessments and reviews including the DFID 2016 Annual Review of the IPSSJ related to financial management
  8. Provide guidance and on the job coaching to accounting officials/staffs of DWC and WCOs at the district and central level regarding fund flow mechanism within the programme and financial reporting requirement applicable to each level of programme hierarchy
  9. As necessary, support all relevant GoN institutions in compilation of credible annual and medium term budgets
  10. Liaise with Auditors to clear audit observations arising from statutory and internal audits. Provide technical guidance and oversight for the on the job mentoring support to DWC to expedite clearance of audit observations
  11. Support DWC in implementing the PFM module in future training
  12. Work in support of continuous capacity development of MoWCSW, DWC and WCO finance personnel including through coordinating and facilitating capacity development initiatives
  13. Carry out financial monitoring visits accompanying GoN officials to update fiduciary risks related to the programme, to support audit clearance and to evaluate outcome of capacity development initiatives Support DWC to organize coordination, interaction and consultation workshops with relevant line ministries and agencies on financial management issue (e.g. National Planning Commission, Ministry of Finance, FCGO and the Office of Attorney General (OAG.) Produce brief meeting/workshop reports with key discussion points and the agreed way forward.
  14. Support DWC in organizing trainings on public financial management system on a regular basis to spending unit level accounting staffs of the programme to train them on special aspects of financial management system and procedures applicable to the programme
  15. Coordinate and liaise with Chief, Financial Administration Section, of DWC on regular basis on all financial management matters and to facilitate coordination and information sharing with other relevant stakeholders

1)      Submission of (i) an update on the status of implementation of FMIP, (ii) plan for 2017 for public financial management and (iii) a report describing the technical assistance provided from February 1st to March 31st  

2)      Submission of technical inputs into Project Accounts (Annual Financial Statements) of FY 2015/16 to ensure the DWC's submission for audit by OAG.

By 30 April 2017

3)      Preparation and submission of the technical inputs into the FMR of 2016/17 – 2nd Trimester for DWC .

4)      Submission of a report describing the technical assistance provided from April 1st to May 31st.    

By 30 June 2017

5)      Submission of report on inputs on progress updates under Output 1.2 on public financial management provided for UNICEF bi-annual progress updates to DFID.

6)      Submission of a report describing the technical assistance provided from June 1st to July 31st.    

By 31st August 2017

7)      Submission of technical inputs into the FMR of 2016/17 – 3rd Trimester for DWC.

8)      Submission of a report describing the technical assistance provided from August 1st to September 30th.    

By 31 October 2017

9)      Submission of (i) a field visit report after review of effectiveness of the capacity development and audit clearance initiatives at district level (after visiting at least 5 districts) and (ii) a report describing the technical assistance provided from October 1st to November 30th.

By 31 December 2017

10)   Submission of technical inputs into the FMR of 2017/18 – 1st Trimester for DWC.

11)   Submission of report on inputs on progress updates under Output 1.2 on public financial management provided for UNICEF annual progress report to DFID for 2017.

12)   Submission of the final report on the consultancy with clear recommendations on the way forward.

Qualifications of Successful Candidate

Education

Advanced University degree in Finance, Business Administration, Accounts, management or related field with professional qualification in accountancy or financial analysis such as Association of Chartered Certified Accountants (ACCA) and Association of Accounting Technicians (AAT).

Years of relevant experience

  • At least 8 years of experience in Public Finance Management in an accounting, budgeting or financial reporting role;
  • Knowledge of treasury management of the Government, single treasury account system and accounting standards;
  • Skills in budget setting, financial accounting and bank reconciliation;
  • Experience of working with Government bodies and/or line Ministries on public financial management issues as well as knowledge of local governance system in Nepal;
  • Demonstrable experience in operating IT based financial systems
  • Experience of implementing effective internal control systems;
  • Experience of working with UN Agencies and/or other International Organizations on public financial management system strengthening and capacity development will be an added advantage;

Special Skills

  • Ability to organize work and projects and to adapt to changing circumstances (flexibility);
  • Good analytical, negotiating, advocacy, inter-personal communication skills;
  • Good networking and facilitation skills;
  • Ability to work independently with minimum supervision;
  • Good report writing skills in Nepali and English;
  • Proficiency in Excel, Power point and Word;
