Senior Regional Administrative/Programme Officer

ORGANIZATIONAL CONTEXT:

The incumbent is under direct supervision of the UNHCR Regional Representative. He/she is expected to work closely with the respective Head of each UNHCR country office and the relevant counterpart(s), who would be responsible for admin/programme functions of each given office.

He/She will establish and maintain efficient administrative control mechanisms to ensure compliance with UN Financial, Administrative and Staff rules and procedures.

Frequent external contacts with counterparts in other organizations or at working level in national Governments on issues of importance to Organization¿s programmes. He/She acts as adviser or representative of the Organization with authority to discuss problems and seek common ground on which to recommend solutions based on predetermined guidelines provided by higher authority.

The incumbent directly supervises some professional and general service staff.

FUNCTIONAL STATEMENT:

1. Develop country goals, programme objectives and strategies using participatory approach.
2. Within the framework of UNHCR stated country goals and objectives, establish priorities.
3. Responsible for project design/planning, budgeting and monitoring/evaluation of project implementation.
4. Advise the Representative on policy matters related to administration and operations.
5. Assist the Representative in personnel management.
6. Supervise the administration of Human Resources.
7. Supervise administrative and project control functions.
8. Authorise financial transactions of the Office and ensure procedural adherence to UN financial rules. 
9. Analyse administrative and project expenditure levels and patterns in relation to needs/achievements.
10. Develop strategies for new partnership with concerned academic institutions, professional bodies and NGOs to promote greater    involvement in refugee affairs and supervise the overall implementation of such activities.
11. Establish linkages with other UN Agencies. 
12. Organise training and capacity building of Implementing Partners.
13. As Security Focal Point, ensure proper security set up for the staff and office properties.
14. Perform any other duties, as required.

MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCES:

Advanced university degree in Economics, business Administration or related field;
Minimum 10 years of previous relevant job experience;
Proficiency in English and another relevant UN language.

DESIRABLE QUALIFICATIONS AND COMPETENCIES:

Familiarity with FOCUS.
Completion of  UNHCR learning programmes or specific training relevant to functions of the position.
Knowledge of UN/UNHCR administrative and financial rules and procedures.
Knowledge of another relevant UN language or local language.
