Context:

Under the overall supervision of the Chief of Mission (CoM) in Iraq, the direct supervision of the Senior Regional Resource Management Officer and in collaboration with relevant units at Headquarters and the Administrative Centres (MAC and PAC), the successful candidate will be responsible and accountable for managing the budgetary, financial and administrative functions of the Mission and its offices.

Core Functions / Responsibilities:

1. Monitor and oversee, in close coordination with the SRMO, the financial management for all activities in the mission, including the oversight of financial expenditure and accountability; undertake financial analysis of projects.

2. Coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures.

3. Supervise management of the treasury in Erbil Hub, by forecasting cash flows according to activities in the Mission and ensuring daily control of funds disbursed; ensure funding is received in accordance with donor agreements.

Page 1 / 44. Assist SRMO in preparing annual budget for the Mission, oversee budget control process and analyze variances between budget and actual expenditures. Work with project coordinators in the preparation of budgets for new programmes/ projects ensuring proper coordination internally.

5. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria.

6. Assist SRMO, in coordination with the Human Resource Management, in producing permanent instructions and procedures to complement or to adapt the general instructions of IOM, taking into consideration the volume of activities, staffing and the constraints and specific needs of the Mission, namely in the areas of general administration, finance and human resources.

7. Ensure regular travel in support of sub-offices managed from Erbil Hub and provide recommendations to SRMO on strengthening of Resource Management at sub-office level. 8. Assist the Human Resources Officer in implementing the human resources function and make recommendations if necessary on recruitment, retention, promotion, and separation of local staff. Assist in Interpreting and application of HR policies, rules and regulations and make recommendations for resolving difficult or sensitive cases.

9. Supervise and train staff on IOM's administrative/financial policies and procedures, including PRISM.

10. Liaise with SRMO, as well as relevant external counterparts with regard to the financial and administrative activities of the Mission; prepare ad hoc reports and provide other information as necessary.

11. Support and offer guidance to other units (programmes and sub-offices) on matters related to IOM administrative issues, local institutions and regulations and human resources problems with a view to increasing their effectiveness.

12. Provide direct supervision and advise programme finance unit on financial procedures and processes. Coordinate the allocation of activity grants to WBSs for use in the database, and ensure the correct activity grants are allocated to expenses.

13. Maintain appropriate internal controls to safeguard the organization’s assets, control cash and prevent fraud. Strengthen internal controls by documenting and steaming approval processes including control of accounts and control of cash management.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Business Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Experience in financial management, accounting or budgeting;

Page 2 / 4• Experience in liaising with governmental and diplomatic authorities as well as with international institutions;

• Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures;

• Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis;

• Experience supervising the development and implementation of administrative control procedures;

• Experience in project implementation, scheduling and deployment of resources;

• Familiarity with financial oversight and public administration

• Knowledge of IOM finance, procurement, procedures and rules;

• Experience in international institutions and knowledge of IPSAS and SAP highly desirable; • Previous work experience with specialized international agencies (UN Agencies, International Organizations, and International specialized NGOs) and in complex humanitarian operations at an international level;

• High level of computer literacy, in particular, experience in computerized accounting systems and software; knowledge of MS Office specifically EXCEL;

• Knowledge of IOM accounting systems, software and procedures (SAP a distinct advantage). • Previous work experience in the region an advantage.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.
