The Regional Human Resources Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide HR support on workforce planning, talent outreach and staff selections in the East Asia and Pacific Regional Offices, as well as providing technical guidance, and quality assurance of appointments in country offices within the decentralized delegation of appointment.

Purpose of the Assignment:

The consultant will work very closely with the Regional Chief of HR and HR specialist to implement the recruitment and staff selection strategy under the HR reform and the decentralization of staff appointment decisions to the Regional Director.  Under this new authority, the Regional Office will take the lead in ensuring quality assurance of recruitments and selection of highest quality staff while reaching regional gender and diversity goals. The incumbent will anticipate staffing needs, and conduct wide range of HR analytics including gender and diversity status, and coordinate batch recruitments as well as facilitate lateral assignment and appointments within the region.

 

The consultant will on occasion also be actively involved in other regional HR activities as requested.

 

Work Assignment:

Under the supervision of Regional Chief of Human Resources, the consultant will perform the following tasks:

  • Serve as the account manager for all IP selections in the Regional Office and the quality assurance of IP staff selections in country offices P1-P4 of fixed term appointment and P1-P5 of temporary appointments.
  • Partner with key stakeholders, including hiring managers in the regional office and HR Network in country offices and provide advice on optimizing selection of staff within the existing modalities and ensure hiring the best quality staff in the right time.
  • Conduct HR analytics, workforce planning, and talent mapping within the region to anticipate current and future staffing needs in country offices, and work closely with HR network in country and sub-regional offices to promote talent matching for lateral assignments, direct selections from talent groups, and/or regional batch recruitments.
  • Support the Regional Chief of HR in the development of SOPs, Staffing strategy and/or outreach and talent sourcing strategies for the region.
  • Support RHR building the capacity of hiring managers and HR Network in implementation of the regional staffing strategy.
  • The consultant will on occasion also be involved in other regional HR activities as requested.

 

End Products:

The consultant would be paid on a monthly basis upon completion of the assignments and submission of deliverable report:

  • Recruitment cases are timely completed within KPIs with the assurance of quality of candidates and selection process.
  • Talent and staffing strategies (examples direct selections, reginal batch recruitment, etc.) for the Regional Office under the delegated approval authorities.

 

Estimated Duration of Contract:  8 months

 

Qualifications or Specialized Knowledge/Experience Required:

  • Advanced university degree or equivalent, in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or related areas.
  • Eight years of relevant professional HR Management work experience, with proven experience in recruitment, staff selection and talent acquisition.  Developing country work experience is a plus. 
  • Knowledge of the UN system is desirable.
  • Fluency in English.
  • Strong analytical and conceptual thinking.
  • Client oriented, strong interpersonal and communication skills.
  • Working with people skills and ability to work a strategic partner with hiring managers, country offices, and HR network and other stakeholders is a must.
  • Result oriented, and proven influencing and persuading skills are required.
