Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Following escalation of violence in Myanmar Rakhine State area bordering Bangladesh on the 9th of October 2016, thousands of UMNs have fled across the border into Bangladesh territory. As of 5th February 2017, it is estimated that approximately 69,000 Undocumented Myanmar Nationals (UMNs) from Rakhine State have crossed the border into Cox’s Bazar, Bangladesh. Recently arrived UMNs are moving from host villages to makeshift settlements due to the provision of services in these settlements, but an increasing number of UMNS have been observed in other areas. IOM, is working closely with the Government of Bangladesh, and is has been mandated to coordinate the humanitarian activities in response to the emergency operation in out of Cox’s Bazaar.

To enable effective and efficient coordination of activities, IOM is implementing Needs and Population Monitoring (NPM) to gather and disseminate information on the displaced population, their mobility, and general overview of needs and service provision in relation to the emergency. The NPM is an information management system to track, and monitor, gather and disseminate information on the displaced population, their mobility, and general overview of needs and service provision in relation to the emergency and monitor the displacement and population mobility. It is designed to regularly capture, process, and disseminate various layers of information to provide a better understanding of the evolving needs of a displaced population, on site or en route.

Under the overall supervision of the Head of Office in Cox’s Bazaar, the direct supervision of the Emergency Response Coordinator, and in collaboration with the Information Management Officer, the Consultant - NPM Coordinator will be responsible for the implementation of the Needs and Population Monitoring (NPM) in Cox’s Bazaar, Bangladesh:

Core Functions / Responsibilities:

1. Under the Inter-Sectoral Coordination Group (ISCG), plan, lead, and manage the implementation of NPM operational and technical activities.

2. In close collaboration with all relevant stakeholders, establish and supervise field data collection activities to gather timely information about population mobility, needs, movement flows, and other relevant data component in the targeted Upazilas.

3. Responsible for the production of all the required regular reports and information products on Page 1 / 3NPM, including, but not limited to, the analytical and statistical reports, displacement profiles, maps and other relevant products.

4. Manage and supervise programme staff, team leaders and enumerators; Prepare and organize training for staff on NPM activities, methodologies, and tools on a regular basis. 5. Implement information dissemination tools and operational frameworks for data collection and sharing among key stakeholders.

6. Regularly monitor, propose, and implement all necessary technical improvement and modifications to NPM activities in compliance of the information management systems and infrastructure as per IOM IT policies, standards and best practice for high performance, reliability and information security.

7. In collaboration with the Information Management Officer, organize the data/information flow as per IOM procedures and ensure of its accuracy.

8. Report on a regular basis on all DTM activities to the Emergency Response Coordinator and make relevant recommendations/advices to ensure the information collected is useful and relevant to all stakeholders.

9. Prepare national staff capacity and structure to be able to continue the NPM implementation at the end of the period of this appointment through training, mentoring, and other capacity building activities.

10. Liaise and represent IOM at meetings and events where NPM and relevant topics are being discussed.

12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in the development and implementation of the Displacement Tracking Matrix (DTM) or similar assessment and information management activities;

• Knowledge and experience working with population data management, geodatabases, and SQL databases;

• Knowledge and experience of working with mobile data collection tools including Open Data Kit (ODK) and Kobo Toolbox;

• Skills and experience in ArcGIS and other mapping tools, MS-Excel, MS-Access, and other statistical/analytical data analysis, processing, and visualization tools;

• Demonstrated ability to supervise and manage staff at an operational level in

humanitarian emergencies;

• Effectively coordinates actions with other implementing partners;

• Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives;

• Coordinates actions with emergency response actors and making use of coordination structures;

• Supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors.

Fluency in English is required.
