PURPOSE:

Under the direct guidance of the Supply Manager, assist in the procurement of supplies & services; arrange clearance and forwarding of incoming supplies, distribution and monitoring in support of the Country Programme.


MAIN DUTIES AND RESPONSIBILITIES:
1. Undertake local procurement of supplies & services as required, including market survey and maintain source list. Participate in CRC. Prepare all related ITB, RFQ and RFP and issue the letter order in case of rate contracts. Participate UN common procurement / logistics coordination.
2. Assist in implementation of the supply component of the Country Programme including system by ensuring delivery to all project sites. Undertake end user monitoring and identify essential supplies for UNICEF intervention.
3. Supervise clearance of supplies ordered for Government and UNICEF projects by maintaining regular contact with customs   and port authorities and follow-up on documentation to facilitate timely customs clearance of supplies in line with established protocol. Advise Programme Section as supplies are cleared and delivered.
4. Advice management team on laws and regulations related to Supply and Logistics Operations in Yemen and if necessary, translates the relevant documents.
5. Maintain supply monitoring system, participate in preparation of COGNOS generated supply status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc.
6. Undertake visits to Field offices and project site to conduct assessment and to monitor flow of supply inputs, end user monitoring and Government Receipts.
7. Identify training needs and develop training activities in supply management for UNICEF's staff/consultants and counterparts designed to improve supply delivery.
8. Undertake regular contacts with Supply Division to follow up supplies in pipeline, monitor the shipping status and share with concerned program section.


** MINIMUM QUALIFICATIONS:

Education:
University Degree in Business Administration, Management or related field.

Experience:
Two years of professional work experience in procurement & supply management with international or multi-national organizations.

Language:
Proficiency in both written and spoken English and Arabic is required.
