The Danish Refugee Council (DRC) responded
to the humanitarian crisis in Ukraine since autumn of 2014 and launching
emergency humanitarian assistance for internally displaced persons (IDPs) and
conflict affected in southern Zaporizhia Oblast (Berdyansk office),
southwestern Donetsk Oblast (Mariupol office) and 5 other offices nationally.
The specialized unit of the Danish Demining Group (DDG) has a mine risk
education (MRE) programme operating out of the Mariupol and Severodonetsk field
offices. The DRC representative office is located in Kyiv.
The
Protection Coordinator works as part of
the Danish Refugee Council (DRC) team under the supervision of DRC’s
international Head of Programmes in Kyiv, and in close
coordination with the Head of Offices in Mariupol and Slovyansk. The Protection
Coordinator has overall responsibility for the implementation of all DRC
protection activities in the GCA (Government Controlled Area) southern Donetsk
Oblast and Luhansk Oblast, directly managing protection teams.
Your
main duties and responsibilities will be:
Strategy and Programme Development
- Actively contribute to the development of the protection strategy for DRC Ukraine, with a primary focus on protection mainstreaming into all DRC Ukraines thematic areas of focus (Livelihoods, Shelter, Capacity Building, Legal assistance).
- Lead protection analysis and thematic assessments and drafting of new protection-focused project proposals and protection mainstreaming activities into non-protection focused project proposals.
- Lead the strategic review of the DRC Protection Programme in the area of operation, inclusive of working together with the Head of Programme / Country Director in the identification of new programmatic and funding opportunities.
- Project Implementation
- Responsible for finalizing current protection activities under the ongoing projects in the area of operation.
- Prepare and regularly review project work plans, and ensure that all protection staff and counterparts are familiar with and adhere to the plans.
- Develop relevant technical protection documents, guidelines and tools required for the projects.
- Actively promote and contribute to the development of protection referral pathways
- Conduct regular field visits to monitor project implementation and to support protection field teams.
- Ensure proper cooperation with other organizations and delivery of quality services.
- Budgeting and financial management
- Manage the relevant budget lines and oversee related procurement for all DRC protection projects implemented in the area of operation in compliance with donor and DRC guidelines, with support from DRC Administration & Finance team.
- Support the Head of Programme in regular budget reviews for protection activities and in drafting accurate budgets for new project proposals.
Staff
Management
- Coordinate the recruitment of local project staff .
- Directly manage a team of national protection staff; provide support and guidance to national staff
- Provide protection training and technical support to other DRC / DDG departments.
- Training & Capacity Building
- Provide relevant training, including protection mainstreaming training and technical guidance to all protection staff
- Ensure implementation of the national staff capacity building strategy, in particular to nationalize the position of Protection Manager/Coordinator to the present Protection Team Leader in Mariupol.
- Develop and deliver practical, context-tailored training for local duty bearers, other DRC units and NGO stakeholders in accordance with DRC’s commitments under the ongoing protection projects.
- Coordination and Representation
- Stay up-to-date with developments in humanitarian response in the area of operations, and keep an updated mapping and contact list of key stakeholders.
- Establish and maintain good collaboration with key duty bearers, project counterparts and humanitarian agencies in the area of operation.
- Represent the DRC at all relevant coordination fora with partner organizations as well as duty bearers.
- Safety
- Maintain good awareness of the political context, the dynamics of humanitarian intervention, and keep up-to-date with the events in NGCA (Non-Government Controlled Area), as well as in GCA Ukraine.
- Comply with DRC Ukraine Safety SOPs (standard operating procedures).
- With support from the Logistics Officer and the Safety Assistant oversee all staff movement plans, ensure that all project staff are trained in and comply with the safety protocols.
- Ensure close coordination and information sharing on safety issues within DRC and with other humanitarian actors.
- Reporting & Accountability
- Produce high quality and timely reports for DRC internally and draft donor reports within agreed deadlines, cooperating with and responding to requests from the DRC Grants Manager.
- Comply with all relevant DRC policies and procedures, particularly with respect to child protection and the code of conduct.
About you
To
be successful in this role we expect you to have 5+
years humanitarian field based experience working with NGOs and/or UN agencies
in the protection sector in IDP context, in particular in the areas of legal
counselling, child and adolescent protection, and protection monitoring. All employees
should master DRC's core competencies: Communicating, Taking the lead,
Collaborating, Striving for excellence and Demonstrating integrity.
Moreover, we also expect the following:
Education/qualifications:
- BA degree in the related field
- Strong staff management skills and experience in capacity building of national protection staff and counterparts
- Strong computer skills (Excel, Microsoft, PowerPoint and Outlook)
- Experience: (include years of experience)
- 5+ years humanitarian field based experience working with NGOs and/or UN agencies in the protection sector in IDP context, in particular in the areas of child and adolescent protection, and protection mainstreaming
- Strong experience with/ ability for project oversight with an emphasis on local partner supervision / capacity building.
- Proven experience working with local authorities and communities to design protection programmes
- Strong computer skills (Excel, Microsoft, PowerPoint and Outlook);
- Fluent written and spoken English is mandatory.
Desirable
- Familiarity with the eastern Ukrainian context and protection issues therein. Previous experience working in the former Soviet Union a strong advantage.
- Experience working with the protection cluster a strong plus
- Degree in social work, human rights or other related subject area
- Ability and willingness to maintain regular presence at project sites and to work during irregular working hours.
- Ukrainian or Russian proficiency is a strong plus.

on the security situatioin), Donetsk oblast (unaccompanied/non-family duty
station)
