Jordan: Capacity Development Specialist Consultant

In Jordan, GGGI supports the Government in achieving full effective implementation of the National Green Growth Plan (NGGP) – including originating green investment opportunities, providing technical assistance to address financing barriers for green projects, supporting institutional action planning and target setting, and developing capacity in critical institutions to implement green growth – with the aim of helping transition the country on to a green growth pathway. Key to achieving this support is a clear understanding of existing capacity gaps across government, and a measurable plan for improving this capacity. 

Purpose. In support of GGGI’s 2017-18 Work Program, the Capacity Development Specialist will support the GGGI-Jordan program’s efforts to:

  • Better understand gaps in green growth knowledge across government and private sector stakeholders
  • Build awareness and understanding across broad range of Jordanian stakeholders
  • Develop key government stakeholders into agents of change within their institutions
  • Coordinate and implement trainings on targeted subjects that will help catalyze green growth implementation in Jordan

GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

Objectives/Purpose of the Assignment:

 

Purpose. In support of GGGI’s 2017-18 Work Program, the Capacity Development Specialist will support the GGGI-Jordan program’s efforts to:

  • Better understand gaps in green growth knowledge across government and private sector stakeholders
  • Build awareness and understanding across broad range of Jordanian stakeholders
  • Develop key government stakeholders into agents of change within their institutions
  • Coordinate and implement trainings on targeted subjects that will help catalyze green growth implementation in Jordan

 

Scope of Work:

 

The Capacity Development Specialist will be responsible for the design and implementation of  a program focused on capacity building and knowledge sharing to stakeholders of the GGGI-Jordan program. He/she will engage with local stakeholders to identify their green growth gaps and learning needs, design trainings and approaches using innovative and effective learning methods, and liaise with internal and external experts to deliver tailor-made programs that enhance the understanding of green growth.

 

In addition to these duties, the Capacity Development Specialist is required to work closely with the GGGI-Jordan team based in Amman, to:

  • develop and manage project plans,
  • determine appropriate approach/methodologies,
  • coordinate the logistics for training sessions,
  • analyze data and information acquired from the needs assessment,
  • assess results and draw conclusions from trainings,
  • prepare and present results to internal/external stakeholders, and
  • deliver a final report on the experience.

 

Key Achievements include:

  • Conduct a capacity development needs assessment
  • Design a capacity development program and produce the materials required to deliver
  • Oversee the delivery of three training workshops to key stakeholders
  • Deliver a final report outlining results and lessons learned

Qualifications/Experience/Expertise

 

  • Education. Master degree (or higher) in a sector relevant to training and capacity building (e.g., economics, public policy, international relations, business management, international studies, political science, etc.);
  • Formal Experience. 15 years of experience in designing learning methods, plans and trainings tailored to the needs of public and private organizations in the context of sustainable development, including mentoring and coaching staff to build organizational capacity and implement results based management;
  • Technical Expertise. Technical expertise in governance, climate change, environmental management, green growth, sustainable development, results based and/or change management, etc. considered an advantage;
  • National Context. Knowledge and/or experience with the governance structures of the Kingdom of Jordan, and familiarity with common challenges considered an advantage;
    • Demonstrated ability to assemble and manage a highly-skilled, interdisciplinary team for trainings with both small and large groups;
    • Demonstrated ability to effectively implement detailed, organized, timely, accurate monitoring and evaluation of capacity development programs – including support of local colleagues at a distance, effective monitoring and evaluation, and strong financial management.
  • Key Competencies
    • Demonstrated ability to use data to establish training priorities;
    • Experience engaging with government and private sector stakeholders, including assessing and measuring their capacity gaps, facilitating and coaching/mentoring;
    • Experience developing high-quality training and awareness materials for public distribution;
    • Proficient in written and spoken English, Arabic a plus
