Context:

Under the direct supervision and guidance of the Chief of Mission (COM) in Moscow, Russian Federation, and in coordination with relevant units at Headquarters (HQs), the Administrative Centers (Manila and Panama), and the Regional Office in Vienna, the successful candidate will be responsible and accountable for managing the budgetary, financial, and administrative functions of the mission.

Core Functions / Responsibilities:

1. Monitor and oversee the financial management of all activities including the oversight of financial expenditure and accountability; and undertake financial analysis of all activities in Moscow.

2. Prepare donor financial reports in accordance with IOM regulations and established procedures.

3. Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud.

4. In coordination with project managers provide information for and draft sections of Page 1 / 4programme and budget reports and proposals, and review monthly accounts of the mission in Moscow.

5. Analyze budget information, and prepare and consolidate cash flow estimates and supporting data in relation to budget forecasts and performance reports; ensure funding is received in accordance with donor agreements.

6. Oversee the budget control process and analyse variances between the budget and actual expenditures based on the donor agreements.

7. Assist the COM and project managers in the preparation of budgets for new projects involving activities of the Moscow office.

8. Ensure that project managers comply with general instructions of IOM and relevant permanent instructions for the whole mission, namely in the areas of general administration, finance and human resources.

9. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.

10. Supervise the Procurement and Logistic Services, ensuring that contracts with suppliers of goods and services are in line with the Organization’s procedures, regulations and guidelines; oversee the management of the fleet of vehicles and maintenance of buildings as well as the functioning of support services in the Mission.

11. Monitor local tax, financial and employment legislation requirements and changes therein that may impact on the administration of the Mission.

12. Apply internal HR policies, rules and regulations and, in coordination with relevant units in HQs and the Regional Office, make recommendations for resolving difficult or sensitive cases. 13. Supervise and train local staff on IOM’s administrative/financial policies and procedures. 14. Evaluate monthly financial reports for all projects and take action to resolve anomalies and unusual trends.

15.In coordination with project managers and COM, perform spot checks on service providers/contractors on the financial part of project implementation.

16. Ensure that all administrative and financial procedure related to the projects are followed. 17. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Public Administration, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. • Professional certification as Chartered Accountant or Certified Public Accountant is an advantage.

• Experience in administration and management of humanitarian assistance and complex, or emergency programmes;

• Experience in liaison with governments and international agencies;

• Practical experience in IOM or an intergovernmental field-based organization in administrative and financial management, budget monitoring, cash management and internal control procedures;

• Knowledge of finance, procurement and HR procedures and rules;

• High level of computer literacy, in particular, experience in computerized accounting systems, software and procedures (SAP a distinct advantage);

• Previous work experience in the region an advantage;

• Self-motivated and objective driven.

Languages

• Fluency in English is required. Working knowledge of Russian is an advantage. Desirable Competencies:
