Enterprise Platforms of EAC - BKK

Core enterprise application solutions in EAC-BKK have been built upon Siebel CRM public sector, Oracle-based identity management systems, Java Enterprise Edition, and SAP.

The Siebel CRM platform has been architected in such a way that it allows to build custom applications on top of the single platform and integrate smoothly with external systems.

Based on Oracle identity management system, the EIDMS handles single-sign on for all enterprise applications, reducing the overhead and duplicity of user data.

For this project, SAP specialist will be assigned to the Electronic Rations Management System (eRMS) project.

The eRMS is to establish a single, global, standardized information management system for the procure-to-pay process for food in peacekeeping missions. This includes the ordering, receiving, and invoice verification functions. The goal is to enforce in a consistent manner the rules that govern the procurement of food and the contract provisions for each mission, improve the auditability of the process, and reduce the potential for wastage and misappropriations.

eRMS consists of several components:

  • A set of enhancements to iNeed (Siebel CRM), which acts as a gateway to the system, providing the authentication and authorization.
  • A Java web application that runs on Tomcat that provides the bulk of the user interface.
  • SAP ECC instance that provides the business logic and storage. It is accessed via SAP GUI, a desktop application, and via REST services that communicate with the tomcat web application.

The incumbent will be located in EAC-BKK GRM where the incumbent is expected to report to the office located in ESCAP Bangkok. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS, who will be administering the service contract at the request of OICT EAC-BKK.

EAC-BKK Global Resources Management (GRM)

In 2014 EAC-BKK was established to serve as Asia-Pacific hub to build enterprise applications for the United Nations Secretariat. Formerly known as Resources Management Service (RMS) under Department of Management in the United Nations Secretariat in New York, EAC-BKK commenced strategic initiative to shift resources from New York to Bangkok to take advantage of human capital and build partnership with IT entities in Asia-Pacific region under ESCAP.

The staffs being located both in New York and Bangkok, EAC-BKK is in charge of several enterprise applications such as a customer relationship management (CRM) system called iNeed, Electronic Fuel Management System 2 (eFMS-2), Electronic Contingency-Owned Equipment (eCOE), and Enterprise Identity Management System (EIDMS).

The mission of Global Resources Management is to provide shared resources for the projects by taking a full advantage of Bangkok’s local and international human capitals and communities.



Functional Responsibilities

Under the guidance of the Senior Project Coordinator, the incumbent performs various tasks related to Rations Management application development:

  • Reviews functional specifications and implements detailed technical specifications based on the functional requirements of the Rations Management system; ensures its interconnection with solutions such as Customer Relationship Management.
  • Writes and designs programs and reports in SAP ABAP to meet the technical specifications, particularly in Materials Management (MM) and Financial Accounting (FI) modules;
  • Works on a portal for the SAP procure-to-pay process;
  • Ensures data security and integrity;
  • Assists in the set-up and monitoring of software performance measures for the application to work in conditions of high latency and low bandwidth;
  • Contributes to the project by identifying software gaps, proposing FRICEW items, performing unit testing, integration testing, defect resolution, training support and production support.
  • Participate in field deployment and training
  • Perform other duties as required

Deliverables and Timeline

The eRMS has been deployed to several peacekeeping missions. A new deployment is scheduled every few to several months until the system is fully deployed to all missions.  The development schedule is planned based on competing and changing priorities and circumstances such as safety in missions’ environment. The SAP consultant is expected to be adaptable and deliver under pressure conforming to the deadlines set by the project.

The operational support is continuous. It is based on incoming incidents and recurring problems while the response time and protocols to interact with business community are governed by the standard operating procedures.

Education/Experience/Language requirements

Education:      
A university degree in computer science, information technology, information systems, or related field is required. An advanced degree in the related field is desirable.

Experience:   
  • At least two years of progressively responsible experience in SAP ABAP development and support of SAP ERP systems is required. With a relevant master’s degree, some of the relevant experience may be reduced.
  • A minimum of two years of hands-on technical experience in ABAP programming is required.
  • Knowledge in SAP Materials Management (MM) and Financial Accounting (FI) modules are highly desirable.
  • A minimum of one year of hands-on technical experience in implementing SAP BAPI is highly desirable.

Language:      
Fluency in written and oral English is required. Knowledge of another United Nations official language is an advantage.

Other:             
Knowledge of UN field operations, rations management, and/or Siebel CRM platform are desirable.
