Context:

Established in 1951, IOM is leading inter-governmental organization providing services to governments and migrants in the field of migration. With 146 member states and offices in more than 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for natural disaster-induced displacement situations under the 2005 IASC Humanitarian Reform. The CCCM Cluster convenes a range of UN, NGO and other actors to meet the needs of the camp management and coordination sector, by producing key interagency tools, building capacity, and developing shared advocacy and policy.

On the basis of learning from a range of humanitarian settings, and the experiences of other clusters, the need for rapidly deployable capacity to support inter-agency responses has been identified as a key need in the CCCM Cluster.

Under the overall supervision of the Head of Preparedness and Response Division (PRD), the direct supervision of the Global Coordinator (CCCM, DTM and Shelter), and in close collaboration with the Senior Protection Officer, the successful incumbent will oversee activities relating to IOM’s global projects to mainstream protection - particularly GBV and Child Protection - in CCCM and Shelter and Settlement operations.

Page 1 / 4Core Functions / Responsibilities:

1. Oversee technical, administrative and financial aspects, and maintain sound coordination among team members to ensure the timely implementation of the programmes, monitor progresses to ensure that expected outputs and outcomes are delivered as per set objectives and indicators, in coordination with the CCCM GBV Officer, Programme Officers and the GBV and M&E Specialist, and in line with IOM rules and procedures.

2. Maintain close coordination, communication, and collaboration among the CCCM, Shelter, DTM teams, support strategic planning and ensure the overall coherence among projects components and adherence to workplans.

3. Coordinate with the Resources Management team and responsible team members on the drafting of projects and budgets, progress reports, budget revisions and reallocation, to ensure appropriate management of financial aspects; support donor liaison, reporting, and resources mobilization.

4. Support and represent when necessary the Global Coordinator (CCCM, DTM and Shelter) in formal and informal meetings; maintain a dialogue with IOM field offices, donors, Global CCCM Cluster co-lead agency and partners on a regular basis to ensure relations remain strong and to address concerns.

5. In close collaboration with the Senior Protection Officer and relevant thematic units, develop technical guidance and tools on protection mainstreaming in emergencies, with a focus on child protection mainstreaming.

6. Act as the focal point on the UNICEF-IOM Bilateral Dialogue on Strengthening Collaboration in Humanitarian Action; ensure internal coordination to follow-up on the joint action plan, including between the Department of Operations and Emergencies, the Department of Migration Management and the Department of Resources Management.

7. Maintain close relations with child protection specialized agencies and support the participation to and coordination with relevant inter-agency coordination mechanisms, clusters and Areas of Responsibilities (AoRs), in coordination with the Global Coordinator (CCCM, DTM and Shelter), the Senior Protection Officer, and the CCCM/Protection team. 8. Undertake duty travel relating to project/programme assessment and implementation, liaison with counterparts, problem solving, and new project/programme development, as required. 9. Supervise staff, mentor and build capacity of team members in relevant area. 10. Contribute to knowledge management between Headquarters, Regional Offices and Country Offices, on relevant thematic areas, and provide technical support to operational activities whenever needed.

11. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master degree in Humanitarian Affairs, Development Studies, Political Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Page 2 / 4Experience

• Experience in programme coordination and management, including operational experience in the field of CCCM, Shelter, DTM and other relevant areas;

• Demonstrated technical expertise in relevant thematic areas particularly protection mainstreaming strategies, cluster coordination, and inter-agency collaboration; • Proven ability to maintain close relations with counterparts, including international organizations, government, donors, and other key stakeholders;

• Strong and demonstrable interest in migration and/or humanitarian issues; • Good understanding of gender and issues around gender-based violence; • Good knowledge of project development, management, and evaluation concepts and procedures;

• Good knowledge of IOM’s financial and administrative management policies and procedures; • Excellent writing, communication, negotiation and analytical skills; • Ability to prepare clear and concise reports;

• Good level of computer literacy.

Languages

Fluency in English is required. Working knowledge of Spanish and French is an advantage. Note
