Regulatory Framework Project Support Consultant will support the consolidation, quality assurance and uploading of existing regulatory content from the E-HR Handbook to the Regulatory Framework document repository

The Division of Human Resources (DHR) is responsible for ensuring effective deployment of high caliber talent throughout the organization. In an effort to measurably improve UNICEF's ability to deliver better results for children, and to also support the Human Resources transformation strategy, UNICEF is embarking on a transformational process in a number of key areas.

The Policy and Administrative Law Section (PALS), one of the sections within DHR, is supporting this strategic shift by providing analytical and policy-related advice. PALS also provides HR legal services in the context of the United Nations system of administration of justice, which UNICEF is a party to. Furthermore, the HR policy function within PALS works in close collaboration with counterparts in other UN organizations, with a view to increasing the harmonization of HR policy within the United Nations common system, as part of the ongoing UN reform process.

The Regulatory Framework aims to develop policy, procedure, standards and guidance in a more systematic, inclusive and consultative manner. In efforts to strengthen UNICEF’s internal control framework, the Regulatory Framework Library will serve as an intranet based digital repository which gives staff a single point of access to UNICEF’s policy, procedure and guidance that govern the parameters, accountabilities and responsibilities of our work.

How can you make a difference?

Regulatory Framework Project Support Consultant will support the consolidation, quality assurance and uploading of existing regulatory content from the E-HR Handbook to the Regulatory Framework document repository or other document repository, and support the tagging and quality assurance of Human Resources policy, procedure and guidance in the Regulatory Framework Library and other libraries to be determined.

Key Accountabilities and Duties and Tasks

 1. Support the Division of Human Resources to:

  • Locate and consolidate existing regulatory content, guidance and documents.
  • Complete the Document Management Information Page (DMIP) for regulatory contents to be migrated to the Regulatory Framework library.
  • Upload regulatory content and other guidance documents to a designated OneDrive space.
  • Harmonize the metadata in the DMIP.
  • Upload the DMIP metadata to the SharePoint based platform.
  • Migrate regulatory contents and other documents from the OneDrive to a SharePoint based platform.

2. Assess and analyse UNICEF/Human Resources regulatory content and guidance documents to:

  • Identify and create searchable keywords in documents, where they have not been identified already.
  • Merge free text concepts (currently topics covered) into metadata (global keyword list)
  • Attach topic tags to individual documents, based on a corporate taxonomy, to be used as filters in the respective library.

3. Support the Policy and Administrative Law Section in the Division of Human Resources in the e-filing of regulatory contents, guidance notes, lesson learnt etc., and any other administrative duties, as required. 

4. Support the Regulatory Framework project team and its Secretariat in overall implementation, as required. 

To qualify as an champion for every child you will have…

  • An degree (Bachelor's or higher) in a relevant field.
  • A minimum of three of relevant experience.
  • Experience with data entry and/or document management required.
  • Experience in an international organization, embassy, UN system desirable.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
