Background

The UNDP office in Serbia supports the country in achieving a high level of human prosperity and dignity for all its citizens irrespective of their gender, ethnicity or creed. The Communications and Public Relations (PR) Expert works with the programme team and with project staff of the UNDP office, under the guidance and direct supervision of the UNDP Deputy Resident Representative (DRR), coordinating and implementing activities that communicate the results of the projects and programmes supported by UNDP in Serbia. The Communications and PR Expert is responsible for the preparation and implementation of annual communications workplans, working in close collaboration with all UNDP Country Office (CO) staff, UNDP Headquarters (HQ) and UNDP Istanbul Regional Hub (IRH) communication staff, staff of other UN Agencies, Government officials, international and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society, ensuring successful implementation of communication strategies and activities. The Communications and PR Expert is based in the UNDP office in Belgrade and is expected to travel frequently to project sites.

Duties and Responsibilities

Summary of key functions:

Under the direct supervision of the DRR and in line with UNDP global Communications policy, the incumbent is responsible for:

1. Formulation and implementation of communications and advocacy annual workplans (60% of worktime):

  • Prepare annual communication workplans. Upon approval of the workplans by senior management, ensure timely implementation of activities included in the plan;
  • Assist in formulating messages and identifying communication channels for different target groups with regard to UNDP programme areas;
  • Calendar of events maintained with regular update on a monthly basis;
  • Keep abreast of most recent political, economic and social developments, and keep staff informed of any news, which can affect UNDP programme activities;
  • Prepare press releases and media advisories, prepare and ensure quality of speeches or talking points for Resident Representative (RR) & DRR, prepare articles and success stories for placement in Serbian media or for UNDP communication channels (regionally and globally), organize and coordinate press conferences, book media interviews;
  • Organize and facilitate media coverage of UNDP work (in various print and electronic media, inclusive of social media);
  • Monitor press coverage of UNDP work and UNDP events, prepare and disseminate press clipping reports;
  • Cooperate with UN Resident Coordinator (RC) Communication staff on joint activities, in particular involving the RC/RR; take part in the work of the UN Country Team (UNCT) communication team as a member, contributing to its work.

2. Preparation of communication documents and publications (30% of worktime):

  • Contribute to the writing of documents, publications, and other outreach products identified in the plan. Ensure quality of the communication documents prepared by UNDP core team;
  • Advise on publication policy, provide editorial and branding support (including through communication with designers, and technical persons);
  • Knowledge products (publications, films, other project-related materials etc) database created and updated;
  • Participate in the selection by projects and office of graphic and web designers, photographers, PR specialists, advocacy specialists, audio-video production staff.

3. Support to facilitation of knowledge building and knowledge sharing (10% of worktime):

  • Advise and guide staff on various elements of a successful communications outreach based on results;
  • Conduct communications orientation and/or workshop sessions as required.

  • Excellent communication skills including the ability to convey complex concepts and recommendations in a simple and clear manner, both orally and in writing;
  • Excellent information technology skills, including word processing, database applications, presentation software, and internet;
  • Excellent online communications skills including through social media and video material products to include new media;
  • Good organizational and time management skills;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Demonstrates professional competence and is conscientious and efficient in meeting commitments, observing deadlines and achieving results;
  • Demonstrates integrity and fairness by modeling UN values and ethical standards;

Required Skills and Experience

Education

Minimum Bachelors or equivalent in the field of communications, journalism or public relations. Masters degree is desirable.

Experience

  • At least 7 years’ experience in communications and public relations;
  • Proficiency in the use of computers and office software (Microsoft Package, Photo Shop and similar), online platforms, and social media.

Language

Excellent knowledge of spoken and written English and Serbian, knowledge of another UN language would be considered an asset.
