Senior Officer, Project and Partnership Development

GGGI seeks to hire a Senior Project and Partnership Developer to assist the Indonesia country program and its national and sub-national partners with the pursuit of project development opportunities and preparation of project proposals. The emphasis will be on proposals to national and international funds for enabling projects focusing on climate change mitigation in energy and forest and land based sectors. These enabling projects will be designed to overcome policy and institutional barriers to investment and so help Indonesia build a pipeline of large-scale mitigation projects to meet its NDC commitments under the Paris Agreement. In line with the NDC, it is anticipated that these projects will contribute to achieving food, energy, and water security through a sustainable landscape approach.

 

The position requires extensive experience in project development and proposal-writing in the relevant sectors with a strong focus on green growth policy and implementation, involving the forestry, land-use, and the energy sectors. Solid knowledge of Indonesian forestry, land use, environment, and energy policy and governance, institutional development, project design and delivery, and multi-stakeholder collaboration is required to design sustainable, high-quality projects. A good network among donors, foundations, financing agencies and (impact) investors and knowledge of their procedures and requirements will be a major advantage.

PURPOSE

The Senior Project and Partnership Developer will support GGGI’s Indonesia country program and its national and sub-national partners to identify and design enabling projects in the energy, forest, and land use sectors and to lead the writing of high quality project proposals to be submitted to appropriate funding mechanisms. Examples are the Green Climate Fund, the Tropical Landscapes Finance Facility, the Global Environment Facility, other multilateral and bilateral donors that support green growth (including REDD+), and the soon-to-be established financial mechanism for funding REDD+ under the agreement between Indonesia and Norway. The enabling projects should be designed to overcome policy and institutional barriers to investment in mitigation actions that may include private or public sector activities, or both, and that involve institutions with mandates and strategies for emission reductions. 

The Senior Project and Partnership Developer will work, as part of GGGI’s country program, in close collaboration with government and other partners, with the overall aim to achieve Indonesia’s national and sub-national emission reduction goals and to contribute towards the objectives of Indonesia’s NDC. He or she will furthermore be responsible for the following tasks and duties:

  • Identify appropriate enabling actions to overcome policy and institutional barriers that will garner support from government partners and appeal to potential donors. This will be done in close collaboration with GGGI’s work-stream in the development of bankable mitigation projects in the energy, forest and land use sectors as well as with GGGI’s other activities related to policy and planning.
  • Develop project concepts for the identified enabling actions, internally within the country program, with government and other partners, and with other relevant stakeholders, to clarify opportunities and priorities for further developing the concepts.
  • Building on GGGI’s current project selection criteria and other information, develop and implement a selection process to choose projects for further development and identify the most prospective donors.
  • Develop enabling project proposals by assembling information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation. Lead and manage the writing, revising, and editing of drafts including risk assessment, objectively verifiable indicators, and all other required sections and attachments. Coordinate throughout with the relevant GGGI staff in country and at headquarters to ensure proposals are aligned with organizational strategies, policies, and needs.
  • Prepare presentations for GGGI partners and potential donors.
  • Obtain endorsement from GoI partners and (if necessary) other relevant stakeholders.
  • Carry out other, ad hoc assignments in line with GGGI’s mandate and targets for Indonesia, depending on demand from GGGI’s government partners and the strategic priorities of the Green Growth Program.

The position is cross-cutting within the GGGI Indonesia country program and will report to the Green Growth Specialist and will work closely with the Safeguards and Sustainability Expert, sector leads and Investment Team. Frequent travel to the provinces where GGGI is active is expected.

ENGAGEMENT

It is the responsibility of the Senior Project and Partnership Developer to anticipate the demands and requirements of key partners and ensure alignment of GGGI’s services to meet these needs, this includes the partners directly linked to the potential funding mechanisms. Specifically, he or she shall

  • Develop and maintain active coordination, on a day-to-day basis, with GoI partners, particularly the relevant agencies within the Coordinating Ministry of Economic Affairs, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry and BAPPENAS.
  • Research information supporting quality project design and implementation, enriching GGGI’s knowledge platform and knowledge products.
  • Ensure consistent service delivery to GGGI’s partners and donors.
  • Ensure coordination with GGGI colleagues globally and in Indonesia on project developments and donor contacts.
  • Maintain an overview of the project pipeline, funding opportunities and partnership options in Indonesia
  • Enhance understanding of GGGI project development methodology and approaches among GGGI Indonesia staff and partners to support a wide range of contributions and high quality products.

DELIVERY

The Senior Project and Partnership Developer is responsible for delivering the following results:

  • The identification and development of emission reduction enabling projects that will be attractive to government partners,  donors and/or investors.
  • Delivery of a pipeline of high-quality technical project proposals for enabling projects in the energy, forestry, and land-use sectors.
  • Various documents (or portions of documents) in support of project design, institutional capacity-building, and internal and external program reporting.

QUALIFICATIONS

The successful applicant must demonstrate outstanding professional competence and hold exemplary and relevant academic credentials, including a post-graduate degree in a relevant subject from a qualified academic institution. As noted, the position requires extensive experience in project development and proposal-writing related to renewable energy, forestry, and land use with a strong focus on green growth policy and implementation. Solid knowledge of Indonesian policy and governance, institutional development, project design and delivery, and multi-stakeholder collaboration is needed. Practical field experience in implementing projects will be an advantage. 

Specifically, the application should provide convincing evidence of the following:

  • An advanced degree (master’s or equivalent) in a relevant field such as ecology, economics, forestry, energy, environmental studies, or natural resource management;
  • A minimum of ten (10) years of relevant professional experience related to project/program development and resource mobilization in policy and practice;
  • Knowledge of either energy or forest and land-use policy. Knowledge of both would be an advantage;
  • A proven track record in successful proposal development and resource mobilization;
  • Excellent communication and writing skills in English is a must, writing examples might be requested
  • Excellent understanding of the socio-political and cultural contexts of natural resource management and land-use governance in Indonesia
  • An extensive network of professional contacts among green growth stakeholders in Indonesia and internationally. Experience working directly with one or more international donors would be an advantage.
  • A proven track record of working on complex and politically sensitive issues with government, the private sector, international actors, NGOs and civil society organizations
