Background

Purpose

The purpose of the assignment is to assist in coordination, monitoring and revision of different energy efficiency outputs and coordinate joint energy efficiency activities of the three projects implemented by UNDP, GIZ and USAID EIA project; under the aegis of the joint initiative and in parallel to provide UNDP project support services ensuring high quality, reliability, accuracy and consistency of work.Consultant will also manage communication with all key stakeholders, who will be equally able to express their views and expert opinions, share lessons learned and direct the different thematic areas of the project towards successful and efficient implementation of Project activities.

Objective

The end result of assignment will be to ensure relevant outputs of the projects' activities are delivered timely and are of high quality. Additionally, the objective of the assignment is to assists in creation of an enabling environment for recognizing the benefits of the coordination of joint activities of three agencies in relevant branch (Energy Efficiency) and to ensure that all relevant stakeholders from B&H are invited to participate within implementation of those activities within the Energy Efficiency Sector.

Background Information

During the past three years UNDP has made a significant improvement in promotion of Energy Efficiency. The focus was the introduction of energy efficiency in the public sector across Bosnia and Herzegovina by implementation of replicable energy efficiency pilot projects and introducing EMIS (Energy Management Information System) into more than 600 public buildings. The programme has been designed to achieve CO2 emission reduction, preservation of limited resources, fund and budget savings, reallocation of funds, better quality of life, employment opportunities – “green jobs”, increase capacities on local level for absorption of new funds, increase awareness and create understanding for energy efficiency and its resulting benefits.

Part of the UNDP’s Green Economic Development programme’s efforts is to enhance the energy efficiency and renewable energy sources recognized as single most powerful and cost-effective way to achieve goals of increased security of energy supply and climate change mitigation. Therefore, it is a main pillar of energy strategies worldwide therefore energy efficiency is a strategic priority for UNDP in BiH and priority for the next programming cycle.

Duties and Responsibilities

National Energy Efficiency Coordinator will work 10 days per month to assist in coordination, monitoring and revision of different energy efficiency outputs and coordinate joint energy efficiency activities of the three projects implemented by UNDP, GIZ and USAID EIA project; under the aegis of the joint initiative and in parallel to provide UNDP project support services ensuring high quality, reliability, accuracy and consistency of work.

More specifically, the national consultant will be entrusted with the following tasks:

  • Provision of support and advice different energy efficiency outputs of the three projects implemented by UNDP, GIZ and USAID EIA project;
  • Provision of support and advice in implementation of tasks related to reporting to Energy Community on energy efficiency related topics;
  • Provision of support to UNDP, GIZ and USAID EIA project in transposition of the Energy Efficiency Directive (2012/27/EU) in BiH, within their scopes of work;
  • Namely, regarding UNDP, implementation of Article 5 of the Energy Efficiency Directive, which concerns the inventory of all central government buildings and renovation of central government buildings;
  • Namely, regarding GIZ, implementation of Article 4 of the Energy Efficiency Directive, which concerns the development process of the Building Renovation Strategy of BiH and the coordination of work related to the working group established on the level of BiH, including the entities representatives.
  • Conduct consultation meetings with all key stakeholders towards successful and efficient implementation of activities of the three projects implemented by UNDP, GIZ and USAID EIA project;
  • Further assistance as required by the three projects implemented by UNDP, GIZ and USAID EIA project;
  • Provide continuous response to deliverables status to UNDP EE Sector Leader.

Consultant will also support communication with all key stakeholders, who will be equally able to express their views and expert opinions, share lessons learned and direct the different thematic areas of the project towards successful and efficient implementation of Project activities.

Based on request from Ministry of Foreign Trade and Economic Relations (MoFTER) the National Consultant is expected to work from office of MoFTER in Sarajevo.  The consultant will be expected to represent the Ministry (MOFTER) at meetings of relevant working groups within the international institutions, with a prior approval of the Ministry.

Deliverables and timelines

The consultant is responsible for the following deliverables:

  • Submission of Work plan and Methodology - December 07, 2017;
  • Draft report on provided support in implementation of Article 4 and 5 of the Energy Efficiency Directive of BIH - February 07, 2018;
  • Final report on provided support implementation of Article 4 and 5 of the Energy Efficiency Directive of BIH - April 30, 2018;

Required Skills and Experience

Education: 

  • Minimum of a Masters’ degree in Technical Sciences

Experience: 

  • Senior expert working experience and references;
  • More than 15 years of professional experience in the field of energy efficiency;
  • More than 10 years of professional experience cooperation with the Energy Community;
  • More than 10 years of professional experience cooperation with ministries of energy, environment and spatial planning on different level of governments in BIH including also cooperation with the MoFTER;
  • Strong background in Energy projects;
  • Experience with the EU energy efficiency and environmental acquis;
  • Experience in the legal and institutional set up in energy;
  • National and regional experience in the relevant area of expertise;
  • Strong communication and analytical skills.

Language Requirements: 

  • Excellent knowledge of local and English language. 

EVALUATION

Individual consultants will be evaluated based on the following methodology:
