The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

TERMS OF REFERENCE (TOR) FOR CONDUCTING DISTRICT LEVEL TRAINING ON SUSTAINABLE AGRICULTURAL PRACTICES

BACKGROUND INFORMATION

NRC is implementing a resilience mitigation project in Baidoa, Dollow and Luuq districts in Bay and Gedo regions.  NRC is seeking three (3) qualified private individual consultants to provide consultancy services in training 680 farmers from 10 communities; 3 in Baidoa, 3 in Luuq and 4 in Dollow districts.

Each Consultant will be based in one district. The farmers will be organized into groups of 40 to 50 members. The number of farmers and groups to be trained and the villages they come from are as follows;

Organization of farmers

  1. In Baidoa district- Bay region 200 farmers- 4 groups from Bonkai, Hawlwadag and Berdale villages
  2. In Dollow district- Gedo region- 280 Farmers -6 groups from Kabasa, Qansanley, Surguduud and Gedweine.
  3. In Luuq district- Gedo region- 200 farmers- 4 Groups from Luuq-Godey, Boyle (Alcadala, Dayax, Ijabo)

This TOR defines the need for Training Consultant, experienced in community training and report writing.

Prpose of the consultancy

The overall purpose of the consultancy is to provide quality training on Sustainable Agricultural Practices-SAPs so as to equip the farmers with skills to undertake productive profitable farming in the above stated 10 villages for 680 farmers.

Duties and Responsibilities

The consultant will work closely with the community leaders and members, NRC project Staff in Baidoa to undertake the following assignments:

 i)To review NRC’s training package/ Materials in both English and Somali. The training

ii) To train farmers as described above in the section on organization of farmers on improved/Sustainable Agricultural and Crop Management Practices to include but not limited to:

  • Environmental factors determining crop production: Soil, Altitude, Temperatures and Precipitation/Water/Rainfall)
  • Cropping Systems: Shifting, Continuous, Crop rotation, Monoculture and Intercropping.
  • Crop Management Practices: Land preparation/Tillage, Sowing/planting (Also thinning, gapping), Fertilization, Watering, Weeding, Pruning, Pest and disease Managements, Watering, Harvesting and Post-Harvest Management.
  • Crop Seed and seedling Technology:  Types, Sources, Selection and Seed storage.
  • Soil Fertility Improvement in Crop Production:  Functions of soil in crop production, Properties of a fertile soil, Major primary nutrients- functions and common Deficiency symptoms and Soil Fertility Management tools
  • Irrigation in Crop Production: Methods; Merits and Demerits of each method, Irrigation Scheduling and Minimizing the loss of irrigation water.
  • Farm Record Keeping in Crop Production: Importance, Types and Minimizing the loss of irrigation water.
  • Harvesting and post-harvest handling.

iii) To compile the training report and appending the training notes, training framework/ Programme and signed daily attendance sheet at district level.

Scope of work

The successful consultant will be assigned to one of the above stated district and train pre-selected participants organized in groups as stated under section of “organization of farmers”. Each group of participants will be trained for 5 days. The consultant will be required to fulfil the following:

· Provide NRC with a training plan, course timetable, and modules/content to be covered

· Deliver the training session to farmers as segregated per district.

· Provide reports for all training groups on the successes/challenges

· Monitor and submit attendance of beneficiaries’ attendance list.

Skills and qualifications

  • Familiarity with agro-pastoral livelihood context for the either Dollow, Baidoa or Luuq district preference.
  • Has formal degree or diploma or certificate training in Agriculture related discipline.
  • Practical experience in the use of participatory learning/teaching methodologies
  • Vast experience in training agro pastoral communities on agriculture
  • Extensive knowledge in developing training materials both in English and Somali.

Logistics

  • While undertaking this assignment, the consultant will be expected meet all his/her costs including but not limited to transport, security, meals, accommodation. NRC will not cater for this whatsoever.
  • As applicable, NRC will meet the cost of training venue, refreshment and travel for the participating farmers.
