This is a temporary appointment post for 364 days under Nutrition section of UNICEF Nepal.

Purpose of the Position

Under the supervision and guidance of the Chief of Nutrition section, the programme assistant supports the respective section through providing a range of procedural, administrative, and operational support in developing, implementing, executing and monitoring  the programme related to flood emergencies, emergency preparedness and DRR component of Nutrition programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

  • Ensured proper management of allocated funds for Nutrition Section
  • Timely preparation and submission of Leave and attendance record and travel plan.
  • Processed disbursement of funds in timely manner to Government/NGO/INGO partners for implementation of the programme activities using Push & Track system and follow up for timely liquidation of DCTs.
  • Ensure assurance of program implementation and perform assurance activities of HACT for quality monitoring according to the agreed Annual Work Plan (AWP)/Program Cooperation Agreement (PCA). Support to programme development, planning and execution.
  • Ensured proper arrangement and management of administrative and logistic needs of section following the established system and Push & Track.
  • Support to monitoring and reporting of programme results.

Key Accountabilities and Duties & Tasks

1. Support to programme development, planning and execution.

  • Researches, analyzes, verifies, synthesizes and compiles qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate preparation of reports, working papers, and presentations.
  • Drafts project documents, work plans, budgets, proposals on implementation arrangements.
  • Carries out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and makes amendments and alterations as per section revisions when necessary.
  • Monitors and tracks the efficient distribution of supplies that are required for effective programme delivery

    2. Ensured proper management of allocated funds for Nutrition Section (IR 2.10, 2.12 and IR 5.5)

  • Close monitoring of Grants allocated under Nutrition IRs, including budget plans, progress report and financial expenditure. Monitor donor reporting schedule and prepare financial utilization report for donor reporting on timely manner. Ensure that allocated grants are optimally used before its expiry, as per the donor agreement and timely share the status of grants amongst team.
  • Prepare status of IR wise financial utilization report on bi-monthly/monthly basis and submit to the section chief and concerned Program Officers for timely utilization of funds and funding status.
  • Prepare quarterly financial analysis in terms of funding Vs utilization, national and zone office wise to let program colleagues know about implementation status and share in section meeting.

 3. Timely preparation and submission of Leave attendance record and travel Plan

  • Prepare monthly attendance sheet in coordination with program colleagues and submit on time.
  • Prepare monthly Travel plan in coordination with program colleagues and submit on time.
  • Prepare Quarterly Programme supervision travel review with recommendation.
  • Monitor monthly travel plan and attendance sheet

    4. Processed disbursement of funds in timely manner to Government/NGO/INGO partners for implementation of the programme activities using Push & Track system and follow up for timely liquidation of DCTs.

  • Check the funding request letter, FACE form and detailed budget breakdown and make sure that the fund requests are in line with approved AWP/PCA/SSFA activity before releasing the funds (Direct Cash Transfer) to the implementing partners.
  • Brief all the partners on UNICEF Harmonized Approach to Cash Transfer (HACT), Financial Policies and Procedures before and after submitting the statement of Expenditure. Advise partners to maintain UNICEF standard reporting system in compliance with HACT guideline.
  • Prepare implementing partner wise fortnightly/monthly statement of DCT reports and submit to the Section Chief and Programme Specialist. Regular follow up DCTs with all the CP partners for timely liquidation of DCT outstanding. Prepare quarterly DCT analysis.

     5. Ensure assurance of program implementation and perform assurance activities of HACT for quality monitoring according to the agreed Annual Work Plan (AWP)/ Program Cooperation Agreement (PCA).

  • Monitor compliance with operational systems and procedures and establish relevant internal controls, with an emphasis on financial control especially on HACT implementation.
  • Identify key implementing partners in consultation with program colleagues where HACT capacity building trainings and refresher sessions are required.
  • Carry-out field visit for spot-check to Implementing partner’s in line with HACT quality assurance activity to reduce the financial risk.
  • Monitor implementation of program activities in accordance with PCA/AWP, going through budget utilization, program indicators and time frame.

     6. Ensured proper arrangement and management of administrative and logistic needs of section following the established system and vision.

  • Properly handled the internal document process with regards to individual/institutional contracts/SSFSA/PCAs.
  • Provide necessary support to administrative and logistic need of section.

    7. Support to monitoring and reporting of programme results

  • Prepares monitoring and reporting information for supervisor on agreed performance indicators to drive more efficient management and accountability for results.
  • Monitors budgets and financial expenditures of section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up.

Qualifications of Successful Candidate

  • Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization. 
  • A minimum of 6 years of progressively responsible administrative or clerical work experience is required. 
  • Fluency in English and in the local language of the duty station required.
