Following the devastating earthquakes of 2015, UNOPS has been deeply engaged in various activities supporting the government of Nepal in the assessment of damaged buildings and enrollment of beneficiaries into housing grant schemes. UNOPS is expanding its footprint in post-earthquake reconstruction and aims to support homeowners engaged in the reconstruction process. These projects aim to provide Socio-Technical assistance to individual households, develop innovative approaches to retrofitting of earthquake damaged houses and to provide services to the most vulnerable households to ensure no-one is left behind. 

The Project Support Assistant will work under the guidance and supervision of the Project Support Officer and report to the same. S/He shall provide support to the Project Support Officer in project management functions with an emphasis on budget management and monitoring of expenditures.

Functional Responsibilities

Specifically the incumbent will be responsible for the following substantive tasks; this list is not representative of all the duties required but indicates typical duties and responsibilities:

Project Management Support

Provide support to the Project Coordinator and Project Support Officer in:

  • Manage Chart of Accounts, Raise Requisitions and Request for Payments for approval;
  • Assist in the preparation of budgets for review and approval;
  • Assist in project closures;
  • Prepare and maintain petty cash and operational advances;
  • Prepare and submit vendors for approval;
  • Raise - receipts in oneUNOPS;
  • Prepare and submit note to file when needed
  • Prepare transactions report summary (request for payment, requisition, etc.)

·                     Regularly maintain the project blue file (Hard copies and electronic). Maintain the file copy       of all payment requests

  • Assist in Asset disposal. Conduct Asset verification and Inventory verification.
  • Prepare TRIP requests, draft Travel Authorizations, draft and reconcile TECs.
    • Support when required protocol actions such as visas, and customs clearances for the project. Asist in the preparation of reports.
    • Assist in vehicle management.
    • Assist in management of vendors and contractors employed by the project.
      • Assist in providing support to office administration and logistics as required by the Project Support Officer.
      • Perform any other duties as and when required

Coordination and Liaison

  • Proactively coordinate and liaise with UNOPS Support Units (Finance, Procurement, Human Resources) on administrative management issues (related to i.e. payments,    purchase orders) related to the projects;
  • Proactively coordinate and liaise with the partners on administrative management issues if any.

Education/Experience/Language requirements

Education:

  • Completion of high school diploma is required;
  • Bachelor’s degree or equivalent in business administration, finance, social science or relevant discipline is an asset and may be considered in lieu of the requirement of the high school diploma and relevant experience

Work Experience:

  • 5 years of experience in project support functions is required in combination with a high school diploma;
  • A bachelor's degree may substitute for some required years of experience respectively;
  • 1-2 years of experience in administration, finance, coordination and client service is required;
  • Experience and knowledge of budget and monitoring of expenditure is highly desirable;
  • Ability to use MS Office (Excel, Word, and PowerPoint) is required.

Language:

  • Proficiency in English and Nepali is required
