ORGANIZATIONAL CONTEXT
On 19 September 2016, the United Nations General Assembly adopted the New York Declaration on Refugees and Migrants, calling for greater burden sharing by the international community to support the world¿s largest refugee hosting states. The New York Declaration called on UNHCR to develop and initiate the application of the Comprehensive Refugee Response Framework (CRRF) in close coordination with relevant states and in collaboration with relevant UN agencies, applying a multi-stakeholder approach. The objectives of implementing the CRRF are to: (i) ease pressure on host countries, (ii) enhance refugee self-reliance, (iii) expand access to third-country solutions and (iv) support conditions in countries of origin for return in safety and dignity.

UNHCR, together with partners and with the lead of host country governments, is applying the CRRF in a number of roll-out countries in 2017. The aim is to measure initial progress and extract lessons learnt to inform preparations for the Global Compact for Refugees in the 1st half of 2018. The CRRF will, to the extent possible, build on and complement existing strategies, coordination and funding mechanisms, incorporating both humanitarian and development actors. In some countries, a joint CRRF Secretariat led by the government will be setup to coordinate the roll-out of the CRRF, including a mapping exercise and gap analysis among the first steps. The various steps in preparation for the CRRF roll-out at country-level will further inform the priority areas of engagement and indicators for initial progress (first benchmark: end-2017).

The New York Declaration and the CRRF stress the need to engage development actors in a sustainable response for refugees and host communities. The CRRF promotes inclusion of refugees in the delivery of national services, such as education and health, as well as national development plans and programmes, supporting these priorities were possible. The CRRF aims to bring on board partners into the refugee response, including those who have been less involved in refugee response, by mobilising their respective areas of expertise and interest to contribute to a broad-based response. The CRRF also incorporates emergency preparedness and response, as applicable at country-level.

The roll-out of the CRRF requires intensive efforts throughout pilot countries, including consultations with a broad range of internal and external interlocutors at national, regional and district levels ¿ in particular the various government offices which need to be involved as part of the CRRF roll-out. 

The Comprehensive Refugee Response (CRR) Officer will be critical in supporting the development and implementation of a comprehensive response at national, regional and district levels.  The incumbent will have extensive contacts with both internal and external counterparts and partners. Within UNHCR, the Officer will establish close working relations with the relevant staff working in the community services, protection, program and field sectors. Key external partners will include the CRRF secretariat, national, regional and district authorities, the UN and international organizations, UNHCR implementing and operational partners, International and Local NGOs, development agencies and other actors engaged in humanitarian and development initiatives in the relevant districts. The incumbent will be a key interlocutor with National and local Government Authorities and will assist in identifying and partnering with other actors and structures potentially able to contribute to the strategies and solutions for refugees.

The incumbent normally works under the supervision of the Snr CRR Coordinator or the UNHCR (Regional) Representative or a senior Officer as delegated by the (Regional) Representative. 

FUNCTIONAL STATEMENT
Accountability
- Developing and Monitoring is provided for the roll-out of the CRRF in the operation under the area of responsibility (AoR), including various stages of planning, implementation and stocktaking.
- Active engagement in leading and providing guidance to the government and a broad range of other stakeholders is ensured.
- Existing partnerships are strengthened and new partnerships nurtured in support of the CRRF roll-out at country/regional level, with a strong focus on development partners.
- The progress of CRRF roll-out at country/regional level is reported on, and advice on adapting response, partnership and other strategies provided where necessary.   

Responsibility
- Contribute to supporting the government in the development of a CRRF strategy for the roll-out country or region concerned. Identify and respond to specific support needs within CRRF Secretariats or related government-led coordination platforms, as applicable.
- Strengthen the institutionalization of CRRF-oriented approaches within UNHCR, with various government offices at national/regional and district levels, as well as abroad range of development and humanitarian partners through support and participation in various planning and other processes in each stages of the CRRF roll-out.
- Actively participate in the conceptual development and operational outline of the CRRF roll-out, including the thematic and geographic areas of refugee response. Identify priority areas, partnerships, coordination/operational arrangements and opportunities for resource mobilization for the CRRF.
- Ensure targeted advocacy and messaging and provide operational guidance for its implementation in close coordination with the Task Team in HQ. Support and/or oversee the development and implementation of a communication and stakeholder engagement strategy, if necessary.
- Explore new and broaden existing partnerships with a broad number of partners and stakeholders on issues related to the roll-out and implementation of the CRRF, including the Government, civil society international and regional organizations, private sector, academia and other interlocutors, as outlined in the multi-stakeholder approach of the New York Declaration. Build on and strengthen existing structures, coordination and financing mechanisms where possible.
- Seek and follow up on collaboration opportunities with the World Bank, the EU and other related actors in close collaboration with Sr. Development Advisers, where applicable.
- Facilitate the coordination and information flow between UNHCR, the CRRF Secretariat/ related coordination platform and all stakeholders involved in the roll-out of the CRRF at national and field levels. And stay abreast of the CRRF implementation at the country/regional level.
- Gather, analyse and disseminate information in the roll out country which have a bearing on UNHCR¿s role in the roll-out of the implementation of the pledges.
- Facilitate and support in the different stages of stocktaking in the CRRF roll-out, including identifying and synthesizing lessons learnt and good practices in collaboration with UNHCR Headquarters.

Authority
- Represent UNHCR in meetings and fora related to the functions of the position.
- Provide strategic direction to the CRRF roll-out in the given country/region, as agreed with the manager.
- Coordinate planning, implementation, resource mobilization, reporting and stocktaking activities, as agreed with the manager.
- Build and strengthen short- and longer-term partnerships, and nurture engagement of development actors.    

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Graduate degree (equivalent of a Master's) in Economics, Law/International Law, Political Science, Social Science, and Development, International Relations or related field.
- Minimum of 8 years of relevant professional experience with a focus on development assistance.
- Solid operational experience in displacement matters, preferably in emergency and development context.
- Previous experience working on the development-humanitarian nexus and strong familiarity with the evolving global policy framework on development responses to displacement
- Solid experience within at least one development agency as well as a range of engagements with several other ones
- Understanding of UNHCR¿s mandate and operations, including coordination with development actors and multi-partner frameworks/coordination mechanisms (e.g. UN, IFIs).
- Versatile experience on partnerships and stakeholder coordination.
- Excellent communication, writing and analytical skills.
- Excellent English language skills, including drafting skills.

(NB: In offices where the working language is not English, excellent knowledge of the UN working language of duty station and working knowledge of English.)

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Strong and up-to-date knowledge of development, state-building and peace-building in fragile and conflict-affected situations.
- Experience in the implementation of regional and national policy frameworks.
- Experience of working with national governments on development planning, development agencies and/or private sector.
- Experience in facilitating humanitarian and development actors¿ interactions.
- Experience in working in a Refugee Coordination Response context.

The Comprehensive Refugee Response (CRR) Officer will be critical in supporting the development and implementation of a comprehensive response at national, regional and district levels.  The incumbent will have extensive contacts with both internal and external counterparts and partners. Within UNHCR, the Officer will establish close working relations with the relevant staff working in the community services, protection, program and field sectors.

The incumbent normally works under the supervision of the Snr CRR Coordinator or the UNHCR (Regional) Representative or a senior Officer as delegated by the (Regional) Representative. As per 31 August 2017 fact sheet of Addis Ababa, the official number of urban refugee population in Addis Ababa city stands at 20162 in the reception canter. Addis Ababa is the capital of the Federal Democratic Republic of Ethiopia.  The population is estimated at about 4 million or so.  It is located in the Ethiopian highlands at an altitude of 2,500-2,700 meters.  The climate is sunny and temperate, but it can be very cold at night, with freezing temperature at times.
Addis Ababa is the headquarters for the UN Economic Commission for Africa as well as the African Union (ex-OAU).  There is a very large community of expatriates from all over the world.  The local language is Amharic, and English is the working foreign language.  Housing is readily available and the rents are, on average, reasonable. Most foodstuffs, beverages, household goods, furniture and clothing, mostly imported from the Middle/Far East, South Africa and Europe, or local brands, can be found, although they can be expensive. 
There are a number of private schools, offering up to secondary education in French, English and other languages. The basic infrastructures ¿ roads, utilities, and telecommunications ¿ are not very good standard, as are medical facilities, which are still largely inadequate, although a few private clinics and hospitals provide reasonably good routine care.  There is a UN Clinic, but for major illnesses or surgery, United Nations staffs are normally evacuated to South Africa or Kenya. Vaccinations required are yellow fever, typhoid, meningitis, hepatitis A&B, diphtheria, tetanus, and polio.  Malaria prophylaxis is recommended for trips outside of Addis Ababa.
There are many tourist attractions to visit around the country, although the amenities are often poor to average.  Several restaurants around the city serve local or international cuisine and there are numerous social and cultural events. Sports facilities (fitness, tennis, swimming, riding, golf, etc.) exist in the major hotels or in different establishments around the city. Addis Ababa is classified as Level 2
Addis Ababa is generally stable and is one of the safe family duty stations. However similar precautions as in other metropolitan cities should be followed at all times.
UNHCR staff assigned to Addis Ababa are advised to contact Field Safety Advisor to receive periodic security updates.
United Nations Department of Safety and Security (UNDSS) every Monday and Thursday from 9:00am ¿ 10:00am conduct security briefings regularly. Administration will arrange a booking to be attended by all arriving in Addis to take the briefing as per the UNDSS schedule. Although of English is the only essential language, knowledge of the additional UN language would be an asset;
