IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

Human trafficking and generally irregular migration remain extremely prevalent in Myanmar - a source, transit and destination country for human trafficking. The root causes of irregular migration in Myanmar are complex and multi-dimensional, including issues of poverty, underdevelopment, conflicts, natural disasters, internal displacement and statelessness. Lack of livelihood opportunities at home and labor migration through regular channels are the primary drivers for irregular migration. Intensification of conflicts within country and recurrence of natural disasters create an environment in which smuggling and trafficking may flourish. Myanmar men are subjected to forced labor, particularly in the fishing industry in neighboring countries. Women are subject to forced marriage, sexual exploitation in the sex industry and the entertainment sector as well as labor exploitation in the field of domestic service. About the project:

The project aims to contribute to the efforts of the Myanmar society to prevent human trafficking and irregular migration through community-based dialogue on human trafficking and smuggling, irregular migration to increase awareness at the community level and evoke the wider community to nurture the home grown solutions to be continuously carried out by local community, watch groups, youth, CSOs/CBOs, and faith-based organizations. The projects will help the Myanmar society to engage in a coordinated approach aimed at influencing potential migrants’ attitude and behaviour towards irregular migration and safe migration. Objective of the Consultancy

IOM Myanmar is seeking a consultant to design a Community-Based Dialogue Facilitators Manual and Trainer’s Guide to help communities and other stakeholders to engage in dialogues on human trafficking and irregular migration with the aim of identifying home grown solution. Besides awareness raising through the community conversations, the consultant will also train to build the capacity of relevant counterparts including local communities to effectively participate in the prevention of trafficking enabling them to generate home grown solutions to human trafficking, enhancing the protection of victims of trafficking (VoTs) and improved data collection and reporting.

Under the direct supervision of the Programme Manager, and in close coordination with Protection Officer, the successful candidate will play a prominent role in undertaking following tasks:

Planning

1. Conduct desk review and analyze av ailable secondary data and existing materials related to community-based dialogue.

2. Adapt, develop outline/structure of the community-based dialogue manual and brief field work implementation plan.

Assessment, consultation, coordination

3. Arrange with IOM staffs for orientation on human trafficking, smuggling, and irregular migration considering various contexts in Myanmar.

4. Conduct consultation with local governments, community leaders, CSOs, community based organizations (CBOs), religious leaders and other stakeholders to assess and define appropriate design and development of contextualized community-based awareness raising Interventions.

Development of materials

5. Design the community-based dialogue manual in a manner relevant to the local context in Myanmar, to be used at remote villages, wards, host communities, and IDP camps, by community-based dialogue facilitators, peer educators, religious leaders, and watch group members.

6. Based on the Facilitation Manual, design and develop the Trainers Guideline (as a supporting material/checklist for trainers of community based dialogue facilitators). 7. Field test the Facilitation Manual and Trainers Guide by conducting community-based dialogue with a sample community-based dialogue group

Rolling out of materials

8. Pilot and conduct training for trainers (ToTs) in target areas.

9. Monitor the rolling out of community-based dialogue sessions conducted by trained facilitators.

Taking into consideration:

• The manual should be designed in such a manner which gives due emphasis to conflict-sensitivity in affected areas, ethnic language, gender, cultural appropriateness of the materials and presentation of issues to the given community.

Page 2 / 5• The manual should include appropriate illustrations and examples on the necessary steps for planning, facilitatingand reporting on effective community-based dialogue sessions (step-by-step guidance) that can be applicable and relevant to community.

• The manual should be designed in such a manner to help community-based dialogue facilitators on the know - how and ways to establish such groups, manage the process and engage community members.

• The manual should adequately cover issues related to: defining elements of human trafficking and smuggling, irregular migration, and the nature of the crime and victims. Risks associated with irregular migration and the plight of human trafficking victims, luring techniques of human traffickers and smugglers, motivating factors for such decisions, alternatives to irregular migration and/or employment and livelihoods challenges, access to regular migration, and safe migration.

• Messages of community-based dialogue shall be designed in such a way also to improve the identification of VoTs, community-based reporting, referral system and access to services and reintegration support.

• The manual should include some specific legislation disclosing the criminality nature of human trafficking, people smuggling and prosecution procedures.

• The manual should be designed in a way that does not contradict the country’s national policies and legislations regarding human trafficking and smuggling, and irregular migrations. Deliverables:

a. A draft inception report with a methodology and work plan, structure, framework, and field work implementation plan

b. Adapted community based dialogue facilitation manual

c. Adapted trainers guide for training facilitators

d. Supporting materials (IEC materials, PPTs)

e. Community-based dialogue sessions (pilot sessions)

Required Qualifications and Experience:

Education

• Completed advanced university degree in relevant social sciences fields.

Experience

• Sound experience in designing awareness raising materials that support Behavior Change Communication and particularly proven experience in coordinating, monitoring and evaluation of community-based dialogue activities on social issues (including HIV/AIDS, SGBV, Human Trafficking, Child Labor, Education, etc).

• Experience in developing Participatory Learning and Action (PLA)/Community-based Dialogue manuals, guides and other supporting materials for community-based dialogue facilitators, and local trainers.

Page 3 / 5• Experience in the facilitation/delivery of similar (community-based dialogue and PLA) training to facilitators and local trainers.

• Certificate of acknowledgement for coordinating or producing community-based dialogue manual designed for communities at grassroots level.

• Experience with working for IOM in the field of counter-trafficking and migrant protection is a strong asset.

• Working experience in Myanmar is a strong asset.

Languages

Fluency in English is required. Working knowledge of Burmese is an advantage.

• Expected Duration of Consultancy: 15 November 2017 – 15 January 2018

• Selected candidate will be workingfull time in Myanmar , spending majority of time during the consultancy in the field traveling between different States of Myanmar (Kachin, Northern Shan, South East, Rakhine and Yangon). Home-based consultancy is not considered for this position.
