We are looking for an engaged and energetic Social Policy Officer to work closely with the Government to increase for effective child-centered social protection policies and programmes for children. This post is for Chinese nationals only.

How can you make a difference? 

UNICEF China’s Social Policy and Reform for Children (SPARC) Section leads our work on child poverty, social protection, public financial management for children, and governance. We are now seeking a new staff member to support our work to promote child rights through analysis, pilot programme design and monitoring, advocacy, and representation on social protection. He/she will have the specialist expertise, experience, energy and commitment to apply specialist expertise on social policy to reduce child poverty and increase social inclusion for children.

The incumbent will work with a wide range of UNICEF colleagues across offices and sections with particular focus to:

  • Collect and analyze data on social protection policies, programmes, trends and impacts
  • Provide technical inputs to social protection pilot project development
  • Project management for social protection activities, including drafting project documents, and providing advisory support to research teams and, in the case of pilot projects, field operations
  • Contributing to technical discussions and supporting policy dialogue, for example, drafting briefs and speeches
  • Lead quality assurance, manage risk, monitor and evaluate activities to assure effective implementation and fund utilization by implementation partners
  • Document best practice and write progress reports and donor proposals
  • Establish and maintain networks with key stakeholders and maintain effective relationship in social protection
  • Support communication and advocacy activities
  • Performing additional duties as requested

 To qualify, you will have…  

  •  Advanced university degree in economics, development studies, anthropology, sociology or other relevant field
  • Minimum of two years of professional experience working in the field of social protection
  • Knowledge of China’s social and economic policy context, Chinese government and non-government functions and policy development mechanisms for social protection
  • Experience of research management an advantage
  • Ability to coordinate and organize activities with stakeholders to good quality
  • Learn quickly and be credible with partners due to good technical knowledge
  • Fluency in English and Mandarin

  • Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences
