The Education Officer JPO will provide professional technical, operational and administrative assistance throughout the programming process for education programmes/policies within the Country Programme from development, planning to delivery of results including programme monitoring, evaluating and reporting.

The efficiency and efficacy of support provided by the Officer to programme preparation and planning and implementation of programmes/policiesn will contribute to achievement of sustainable results to improve learning outcomes and equitable, inclusive and universal access to education. Success in education programs and policies in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promotes greater social equality in the country.

Job organizational context:

The UNICEF Country Programme in Panama has as a key result area Education in order to support and advance on the realization of children rights. The Education component in the Panama CPD for the 2016-2020 period emphasizes interventions in three main educational areas: Early Childhood and Development (ECD); Basic education, including lower secondary and the education out of the school children, and intercultural bilingual education.

How can you make a difference?

We are looking for a dynamic and innovative Education Officer to support Panama education team in the following areas:

1. Programme development and planning

▪ Contribute to the preparation/update of situation analysis; Research and report on development trends; Contribute to the development/establishment of sectoral programme goals; Provide technical and operational support throughout all stages of programming processes

2. Programme management, monitoring and delivery of results

▪ Work closely and collaboratively with internal and external colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision.

▪ Participate in monitoring and evaluation exercises,

▪ Monitor and report on the use of sectoral programme resources

▪ Draft regular/mandated sectoral program/policies reports for management, donors and partners to keep them informed of programme progress.

 3. Technical and operational support to programme implementation

▪ Conduct regular programme field visits and surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, and take appropriate action

▪ Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on education and related issues to support programme implementation, operations and delivery of results.

4. Networking and partnership building

▪ Build and sustain effective close working partnerships with government, non-governmental counterparts, and other stakeholders at national and sub-national levels.

▪ Draft communication and information materials for CO programme advocacy

▪ Participate in appropriate inter-agency (UNCT) meetings/events

▪ Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

5. Innovation, knowledge management and capacity building

▪ Contribute to identifying, capturing, synthesizing and sharing lessons learned for knowledge development and capacity development of stakeholders and apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.

As an advocate for every child you will have:

  • Nationality of the Republic of Korea, as this is a Junior Professional Officer (JPO) post sponsored by the Government of the Republic of Korea and is addressed exclusively to candidates of the Republic of Korea.
  • An Advanced University Degree in education, psychology, sociology, economics, political sciences or other social science relevant to the education and/or development field(s) is required.
  • A first level (Bachelor's) university degree with a relevant combination of academic qualifications and an additional year of relevant experience in related fields may be acceptable in lieu of an advanced university degree
  • A minimum of 2 years of professional experience in development planning and management in the education sector and related areas at the international level and/or in a developing country
  • Relevant experience in Early Childhood Development, quality of basic education, and/or intercultural bilingual education
  • Programme/policy development and management in a UN agency or organization is an asset
  • Be fluent in English and Spanish
  • Be no older than 32 years of age as of 31st December of 2017 (The maximum age limit for those who served in the military will be extended accordingly)
  • Male applicants shall have completed the Korean military service or be exempted from it.

3.     A copy of the university/master degree
4.     A certificate of English language proficiency. Applicants should submit a minimum of iBT TOEFL score of 115 or TEPS score of 900

5.     Only for male applicants: A certificate of Korean Military Service. The maximum age limit for those who served in the military will be extended* in accordance with the Support for Discharged Soldiers Act and the military service law.

6.     Only for low-income applicants: A scanned copy of applicant’s certificate of National Basic Livelihood Security Recipients issued in Korean and its unofficial English translation

* Age limit for male candidates who have completed military service:
- Less than one year will be extended for one year;
- one year above and two years under will be extended for two years;
- two years or more will be extended for three years.
