Danish Refugee Council is looking for a highly qualified individual for our program operations in Northern Iraq. The ideal candidate possesses outstanding communication skills, a desire and willingness to learn and a personal commitment to professional improvement. 

 

 

Who are we?  

Danish refugee council has been operating in Iraq since 2003 and in Northern Iraq since 2010.  

DRC Iraq is currently implementing a broad range of activities relevant to conflict affected communities and persons. The activities are categorized in ten sectors: Shelter and Non-food Items, Water, Sanitation & Hygiene (WASH), Livelihoods, Protection, Mine Risk Education, Camp Coordination and Camp Management (CCCM). 

 

 

About the job:  

The Logistics and Procurement Officer supports and contributes to the organisation and implementation of all Procurement activities and responsible for all logistics issues.

 

 

Duties and Responsibilities:

  • Act as the focal point for the proper control and operation of all the Procurement requirements for the DRC Iraq programme in Zummar with Line Manager.
  • Responsible to ensure procurement activities are conducted in accordance with DRCs operational handbook.
  • Enhance the quality of procurement and administration throughout the project cycle.
  • Contribute to budget monitoring and expenses control including compliance with minimum DRC and donor requirements in coordination with Area Manager.
  • Provide linkages with logistics, procurement and administration colleagues in other humanitarian organisations, local actors and within government structures.
  • Mainly responsible for the project logistical work which includes and not limited to:-
  • Ensuring all the documentation processes are in place.
  • Daily management of the vehicle fleets.
  • Assisting in the preparation of the logistical manual and procedures.
  • Maintaining the assets list.
  • Reporting to the PC depending on donors’ requirements
  • Responsible for obtaining all the necessary administrative authorizations’ from the relevant ministries and offices.
  • Provide procurement support to ensure timely and effective supply to programmes and meet operational needs
  • Implementation of the Procurement Plan in collaboration with the various Programme Managers and other staff,
  • Ensuring efficient and timely supply of all items,
  • Liaises with Programme Managers on procurement matters,
  • Ensures that all DRC Suppliers conform with the DRC Code of Ethics,
  • Implementing and Monitoring of Framework Agreements,
  • Follows up in a timely manner with Suppliers for all urgent requirements,
  • Ensures regular surveys of suppliers are conducted
  • Ensures all Contract payments are processed in a timely manner,
  • Conducts market research as and when required,
  • Provides timely Procurement Reports on Procurement activity,
  • Participates in regular meetings where Procurement is an Agenda item,
  • Attends internal strategic and planning meetings when required,
 
Other
  • Any other duties as may be assigned by the line manager;
  • Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs);
  • Conduct duties in accordance with DRC Code of Conduct.

 

About you:

To be successful in this role we expect you to have: Analytical Skills, Planning Skills, with strong skills in Communication, Teamwork skills, spoken and written Kurdish, Arabic, and English language is essential yet appreciated.

Moreover we also expect the following:  

Required qualifications:

  • 2 years of NGO/UN field experience in a similar position.
  • Good communication skills (reading, writing, speaking).
  • Ability to write weekly activity reports and communication pieces.
  • Spoken and written Arabic is essential
  • Excellent organizational skills, ability to determine priorities and attention to detail a must.
  • Ability to work in a multicultural context as a flexible and respectful team player.
  • Willingness to work in the field and travel when needed.
  • Strong networking, interpersonal and presentation skills. 
 

Desirable qualifications: 

  • Logistics & Supply Chain Degree or relevant university degree or similar education level.   

 

 

We offer:  

DRC will offer the successful applicant a 6 month contract, renewable dependent on both funding and performance. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff; please refer to www.drc.ngo under Vacancies. This position will be placed at Grade C1.
