The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within Shelter, Education, Food security, Legal Assistance, Camp Management Water, Sanitation and Hygiene sectors.

Norwegian Refugee Council (NRC) has been implementing projects for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western respectively, since 1997. Having smoothly phased-out by end of August 2014 in the North, NRC reopened from September 2014, to compliment efforts of the Government of Uganda and UNHCR in supporting the South Sudanese Refugees currently settled in the Districts of Adjumani and Arua in West Nile. With funding from SIDA, NMFA, ECHO, UNHCR and UNICEF, NRC is implementing integrated projects in Adjumani/Arua/Yumbe refugee settlements. NRC also initiated an urban refugee programme in Kampala.
NRC now seeks to fill the position of Project Assistant - WASH whose main purpose is to support effective implementation of the hygiene promotion activities in Bidibidi Refugee Settlement, Yumbe District.
The Project Assistant - WASH will assist the Project Officer- Water, Sanitation and Hygiene Promotion in the development of NRC’s WASH programming for hygiene promotion; including, NFIs distribution and vector control services in the refugee and neighbouring host communities. He/she will also work closely with the other Assistants in the field to ensure timely delivery of quality field activities.

Job description

- Ensure community sensitization on safe water handling and practices;
- Verify that all reports and data submitted to NRC by Hygiene Promoters are accurate and complete;
- Ensure program is meetings pre-set objectives;
- Stay updated on program schedule and objectives;
- Assist in recruitment and training of Hygiene Promoters for settlements where NRC executes its WASH programs;
- Ensure all material and equipment orders are placed on time;
- Review monthly stock reports to keep track of consumable material use and advise supervisor on any orders that will need to be made (equipment or consumable materials)
- Raise awareness and build capacity of both refugee and host community in adhering to NRC, UNHCR and other relevant international humanitarian standards such as Sphere and WHO.
- Help resolve conflicts that may arise within target communities;
- Ensure all trainings are adequately documented (e.g. names of trainees);
- Assist in formation and training of Water Source and Sanitation Committees (WSSCs) for all new water points constructed or rehabilitated by NRC;
- Assist in the formation and training of school health clubs in schools where NRC operates;
- To assist in the formation and training of Sanitation Committees (SCs) for all new institutional latrines constructed or rehabilitated by NRC;
- To ensure the construction of soak pits and bamboo fencing by beneficiary communities at newly constructed or rehabilitated boreholes;
- Assist the Project Officer with the design and conduct all baseline assessments, KAP surveys, and follow-up assessments
- Ensure that all assessment data is kept organized in an accessible manner;
- Make recommendations for hardware activity locations based on assessment results;
- Assist the Project Officer with written reports for all assessment activities, monthly reports and narrative reports for submission to PM;
- Assist the Project Officer with draft weekly and monthly plans in coordination with all teams for submission to PM;
- Contribute to proposal writing, as needed
- On delegation from Project Officer, liaise with relevant stakeholders to facilitate smooth project implementation.
- Attend coordination meeting at the zones, Bidibidi and district levels as would be required.

Qualifications

• Diploma in social work and social administration, and/or a Public Health related qualification;
• At least 3 years practical experience in a humanitarian (emergency) and development WASH programme preferably with an INGO.
• Demonstrable experience in the planning and execution of WASH/Sanitation and Hygiene Promotion or Public Health Promotion
• Excellent communication (spoken and written) skills, including the ability to explain and present technical information
• Experience in capacity building of community based management structures and local government officials.
• Knowledge required includes broad understanding of and their relevance to own specialism;
• Spend 90% of time in the field to support Hygiene Promoters
