Background

The complexity of SDGs requires novel approaches, methodologies, strong data systems, and institutions that would have the capacity to provide ‘out of the box’ solutions to the problems faced by the global community. In 2017, the world’s first National SDG Innovation Lab was established in Yerevan, through which many of these solutions will be developed.

The ultimate goal of the Lab is to contribute to Armenia’s National Development Strategy 2030 which is aligned with the Agenda 2030 for Sustainable Development (SDGs). To do so, the Lab will closely cooperate with the office of the Prime Minister, SDGs Inter-Agency Working Groups, local and international partners to support the achievement of the SDGs that are priorities for the Government of Armenia.In particular, the Government of Armenia tasked its reform unit - Center for Strategic Initiatives (CSI) - to launch the preparation of a new Long-Term Strategy until 2030, which will fully embrace the SDGs as a concept and as methodological tool. The Lab is hosted at the Center for Strategic Initiatives (CSI), and supported by the UN/UNDP in Armenia, and other national and international counterparts.In June 2017, the GoA expressed its interest to prepare Voluntary National Review (VNR) to be presented at the July 2018 High-level Political Forum (HLPF), which will be devoted to the “Transformation towards sustainable and resilient societies” theme and will be reviewing in-depth the Goals 6, 7, 11, 12 and 15. The theme is fully in line with the UNDP/UN continuous work on resilience building at the national and local levels hand in hand with the GoA and other partners.

Duties and Responsibilities

The National SDG Innovation Lab is looking to hire a Web Developer for the follow-ing services for both the SDG Innovation Lab and the VNR process:

  1. Develop National SDG Lab website
  2. Develop web-products and provide services within the framework of the coun-try’s preparation for its first UN SDG Voluntary National Review process and the respective report

Under the overall guidance of the National SDG Innovation Lab manager, the incumbent will be responsible for the development of Lab’s website and providing any web related services in relation to the country’s VNR process. The Lab’s website should include, among other, a blogging functionality and multilanguage interfaces and be designed in line with the overall brand (in cooperation with the Graphic Designer). Particularly the incumbent will perform the following tasks:

  • Development of the National SDG Innovation Lab website
  • Providing any web-related services through the country’s preparation for its first VNR, promoting SDG Agenda 2030 and its nationalization process.
  • Implementation of multilanguage functionality (English and Armenian)
  • Development of blogging functionality
  • Implementation of responsive interface for web site to be user friendly on mobile devices as well
  • Support the process of content development and updates if/when necessary

Expected Outputs: The performance of these functions will produce the following outputs:

  • November 22 - November 30, 2017: Development of the website prototype.
  • December 1, 2017 - January 31, 2018: Fully developed website with all desired functionalities and content.
  • In relation to VNR, SDG Agenda 2030 and its nationalization process provide necessary web-services as necessary

Competencies

  • Proven experience of web development.
  • Understanding of End Users needs to match with adequate technical solu-tions.
  • Strong track record in web site design; security and administration; Google analytics; Search Engine Optimization.
  • Demonstrated ability to multitask under pressure and to meet strict deadlines.
  • Excellent organizational skills and ability to work effectively in teams, deliver-ing through and with others;
  • Other related tasks. 

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) preferably in Computer or information Systems, Mathematics, Statistics or other related field or a combination of professional training and certification and experience in relevant areas.

Experience: 

  • At least 8 years of progressively responsible professional experience in development of web applications is required.

Language Skills:

  • Fluency in Armenian, English and Russian is required (written and oral).
