Under the guidance of the supervisor, responsible for providing quality humanitarian situation information and analyses, planning and monitoring the performance of UNICEF’s emergency programme and supporting decision-making through quality information and analyses.

UNICEF is among the main humanitarian actors in Chad, intervening on all four crises identified in the Humanitarian Response Plan: 1) Food insecurity and Malnutrition; 2) Population Movements; 3) Epidemics; and 4) Natural Disasters. In addition, UNICEF plays an active role in interagency and sectoral emergency preparedness, as well as in humanitarian coordination. In a context of perpetual emergency response, as is the case of Chad, the ability to adequately monitor the humanitarian situation and UNICEF’s contribution to the overall response is essential. Just as important is the ability to identify bottlenecks through timely data collection and analysis in order to guide the organization’s decision makers towards more effectively assisting crisis-affected children and their families. To do so, UNICEF Chad has set up a Humanitarian Performance Monitoring (HPM) system, with high frequency data collection on key indicators that are analyzed and reported in monthly situation reports. UNICEF’s HPM framework includes results data, but also factors in data on partnership/coordination, funding, human resources and supplies to best identify the bottlenecks. Although the system has existed in Chad since 2013, it continues to need reinforcement at both national and field level.

The HPM framework also includes a Field Monitoring component, which regularly produces qualitative data on how the emergency assistance is effectively received and used by the population, a component that the Chad CO seeks to reinforce, as well as mechanisms allowing for feedback from affected populations, including a complaints mechanism. UNICEF plays a leadership role on the discussions around Accountability to Affected Populations at an interagency level.

Under the guidance of the supervisor, responsible for providing quality humanitarian situation information and analyses, planning and monitoring the performance of UNICEF’s emergency programme and supporting decision-making through quality information and analyses. 
 

How can you make a difference?

-  Manage an up to date inventory of relevant documents on the humanitarian situation and response. Analyze available information on the evolving situation to systematically feed into analyses on UNICEF’s coverage and performance.
- Create predictable flows of information on situation, activities, funding, supplies, staffing, and quality of the humanitarian response and produce a system where all these elements are analyzed to inform decisions on prioritization, fundraising, implementation and reporting UNICEF’s emergency response.
-  Develop and maintain information databases that consolidate and analyze UNICEF’s emergency response.
-  Present/visualize and disseminate information in ways that feed easily into decision making.
-  Use GIS mapping for map production and geographic data management. Produce coverage and sectoral maps, needs maps, situation maps and any other graphic representation useful to analysis and performance reporting.
-  Manage flows of information and dissemination in an appropriate way between the field and the central level, between section and with the relevant sectors (cluster) to ensure complete and timely availability of data and use of information for decision making, coordination, reporting and advocacy at all levels.
-  Provide leadership in assessments and monitoring, including development of tools for data collection and data entry, procedures for joint assessments in line with UNICEF’s CCCs and with cluster realities in-country and provide capacity building on quality data collection that is in line with CCCs and Humanitarian Principles notably to field programme staff.
-  Develop and strengthen M&E capacity through the training of emergency focal points and field staff in close collaboration with cluster Information Management Officers and with the M&E section.
- In collaboration with the Social Policy, Planning, Monitoring and Evaluation section plan and lead emergency response evaluations as needed.
- Support monitoring and review of cluster coordination milestones and quality of cluster coordination.
- Ensure field monitoring for quality of UNICEF and its partners’ interventions. Set up third-party monitoring in high-risk areas as needed.
- Lead the internal reflection and operationalization of Accountability to Affected Populations (AAP) and represent UNICEF as a leader within the interagency AAP committee.
 

To qualify as an advocate for every child you will have...

  • Advanced university degree in Management of Information Systems (MIS), data management and in-depth analysis or Computer Science or Statistics, International Development or International Relations with a quantitative content.  Formal training in cluster Information Management (IM) is an asset.
  • A minimum of 2 years of relevant professional work experience in data collection and data management, monitoring and evaluation or other relevant fields is required.
  • Experience in database design, database distribution and map production and capacity building to give "hands-on" training on database management and reporting. Proficient in use of GIS, Advanced Excel, SPSS or STATA and other related software packages.
  • Demonstrated skills and experience in data and data analysis visualization is an asset. 
  • Emergency experience is desirable.
  • Work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.
  • Fluency in English and French is required.
