Shipping and Logistics Specialist, P-3, #102931 FT in Vaccine Centre

The Polio/HEPI/Shipping Unit, Vaccine Centre, is responsible for the supply and procurement of polio vaccines in support of the Global Polio Eradication Initiative, including Supplementary Immunization Activities and outbreak response. This Unit is also responsible for accelerating new vaccine research and development in support of the Health Emergency Preparedness Initiative (HEPI). As such, the Shipping and Logistics Section is also in this Unit given the complexity of supporting outbreak response activities to Public Health Emergencies of International Concern, in addition to routine and campaign activities.

Purpose for the job

Under the general guidance of the Vaccine Senior Contract Manager, the Vaccine Logistics Specialist will assist in the development and execution of end-to-end transport activities (from manufacturer to recipient countries) inclusive of tracking delivery of vaccine shipments including insurance and reporting requirements. 

Estimated annual volume for Shipping Unit: 2,500 shipments.

Summary of key functions/accountabilities:

  1. Support Supply Division Vaccine Centre, regional offices and country offices in relation to individual shipments and projects involving multiple shipments (campaigns, emergencies, etc.).
  2. Ensures all shipping activities and procurement of shipping services are in compliance with the UNICEF Financial Rules and Regulations, Supply Manual, and all other applicable shipping and procurement procedures.
  3. Liaises with other centres regarding transportation under the responsibility of the Shipping Unit.
  4. Reviews material and freight specifications and requirements with Technical and QA Centres to ensure completeness and appropriateness.
  5. In partnership with QA, monitor the Vaccine Arrival Reports, vaccine quality complaints and logistical issues.
  6. Establishes work plans and priorities, monitors achievements and evaluates performance of support staff.
  7. Any other duties or assignments as requested by the supervisor.

Education:

A completed Advanced university degree (Master’s Degree) in business, project management, supply chain management, transportation, logistics or international commerce or related field is required.

*A completed 1st University Degree (Bachelor’s Degree) in a relevant subject area, along with 7 years of relevant experience may be considered in lieu of advanced degree.

Experience:

Minimum five (5) years of professional experience in transport or supply chain management is required.

At least three years at an international level is required.

Experience in managing logistically complex medium- to large-scale projects is required.

Experience in commercial activities with the public or private sector in developing and industrialized countries is required.

Language requirements:

Fluency in English is required.

Proficiency in other UN language (Spanish, French, Russian, Arabic, Chinese) is an asset.
