Background

In the framework of the "Modernization of Custom Procedures and Implementation of Automated System of Customs and Tax Administration (ASTANA1)" project, the UNCTAD ASYCUDA Programme provides the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (the SRC MF RK) technical assistance and support for the modernization and automation of the Customs procedures and the implementation of the automated system of Customs and Tax Administration (ASTANA-1).  The project has been extended until 31 December 2018.
The implementation of this project includes activities on ensuring long-term sustainability of the integrated ASTANA-1 system. Throughout the year 2018 UNCTAD will   provide complex technical and functional support to ASTANA-1 system. The first level support will be managed through  ASTANA-1 Support Office based at the State Revenue Committee.

Duties and Responsibilities

The Astana-1 Office Coordinator will be responsible for the Project implementation and dissemination of its results. 
 
Summary of Key Functions:
  • Day-to-day management of  the ASTANA-1 Office activities, planning, monitoring and evaluation  in accordance with the specific rules and procedures,
  • Day-to-day management of the ASTANA-1 Office  resources, administration and reports,
  • Coordination of communications and liaison activities.
1. Day-to-day management of ASTANA-1 Office activities, planning, monitoring and evaluation  in accordance with the specific rules and procedures:
  • Ensure qualitative implementation of the complex functional and technical support of ASTANA-1 system  of the SRC MF RK (planning, implementation, monitoring, risk assessments and result dissemination);
  • Regular reporting and communication with the SRC management and UNCTAD ASYCUDA Programme central team in Geneva
  • Preparing the key documentation, including analytical pieces and periodic updates on the status of the partnership, codifying the acquired learning and ensuring effective sharing of information with all key stakeholders, including Ata Meken Chamber of Commerce, brokers and carriers associations etc
  • Monitor the implementation of ASTANA-1 functional and technical support, in order to insure that both the beneficiaries and the contractual partners fulfill their contractual obligations;
  • Evaluation of results and of the project impact; providing feedback for increasing the impact of future initiatives
  • Networking with international organizations active in the field for coordination and cooperation
 
2. Day-to-day management of the ASTANA-1 Office  resources, administration and reports:
  • Oversee the ASTANA-1 Office  team (project assistant, functional and technical support experts, call center operators) on an ongoing basis as well as temporary consultants as necessary
  • Prepare and submit draft  financial reports, quarterly progress reports, annual project implementation review reports, annual work plans and other reports as may be required
  • Where necessary, perform the function of ASTANA-1 User, approving requisitions and performing other relevant ASTANA-1 processes
  • Initiate  the procurement actions required by the  work plan as well as the necessary administrative actions  with the approval of UNCTAD ASYCUDA Regional Coordinator 
  • Lead in organization of events/trainings/study visits, including missions’ arrangements and other logistical arrangements
  • Lead administrative support to the project in full compliance with UN procedures, while ensuring effective utilization of the funds and in full compliance with the project documents and agreements
  • Carry out other project-related tasks assigned 
 
3. Coordination of communications and liaison activities:
  • Closely liaise and coordinate activities liaise with  governmental agencies of Kazakhstan;
  • Ensure the close communication with the UNDP Astana to ensure better synergies with other actors and avoid duplication;
  • Conduct capacity building and training activities, coordination of update of user-manuals;
  • Organize awareness campaigns for business community ,
  • Liaise with Eurasian Commission Secretariat and Customs administrations of the Customs Union member-states (Russia, Belarus, Armenia, Kyrgyz Republic)
  • Liaise  with Customs administrations of other neighboring countries and ASYCUDA-users on issues of data exchange, experience sharing etc. (Turkmenistan, Uzbekistan, Afghanistan, Georgia, Moldova, Iran);
  • Liaise with Astana-based international organizations (OSCE, WB, GIZ law).

Required Skills and Experience

Education:
  • University degree in public administration, law, social sciences, communications, international affairs or other relevant field. Master's degree is a strong advantage.
Experience:
  • At least 6 years of progressively responsible work experience in national Customs administration or revenue authority;
  • Experience of project management in the area of Customs modernization  is a strong advantage;
  • Previous experience of working with the UN or other international organizations  is a strong advantage;
  • Sound knowledge of ASTANA-1 Customs management system is a strong advantage;
  • Strong analytical, presentation and reporting skills;
  • Specialized training/certifications in the related area is an advantage;
  • Computer literacy.
Language Requirements:
  • Fluency in written and oral Russian and English;
  • Knowledge of Kazakh is preferable.
