The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Myanmar

Known as “the longest running civil war,” internal conflicts have plagued Myanmar since the country’s independence. Hundreds of thousands have been displaced in the decades-long, ethnically driven conflict. In 2008, we established our country programme in Myanmar. Our goal is to help the most vulnerable people, regardless of political, religious, or ethnic ties. We still struggle to get our assistance through, because of government restrictions and security concerns.

NRC’s current activities include rapid issuance of civil documentation, reconstruction of durable shelter, permanent schools, and vocational education, all managed from seven field offices within the Southeast Region, Kachin and Rakhine States.

 

About the position

The purpose of the Information, Counselling and Legal Assistance (ICLA) Project Manager is to manage the implementation of NRC’s Joint Peace Fund project in Myanmar and support NRC’s ICLA programming in the Northeast area (currently Kachin and Northern Shan States).

General responsibilities include:

  1. Develop, coordinate and manage ICLA projects in line with proposals, strategies and donor requirements.
  2. Manage, train and develop the ICLA teams
  3. Ensure high technical quality and transparent processes
  4. Adherence to ICLA tools and handbooks and other NRC policies
  5. Represent NRC and ICLA in internal and external forums
  6. Responsible for project documentation
  7. Develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements.
  8. Transparent and cost-efficient procurement of goods
  9. Promote the rights of IDPs/returnees and explore and asses new and better ways to assist
  10. Implement project specific protection priorities

More spesific tasks related to the context in the area:

  1. Ensure the efficient design and implementation of projects contributing to the peace process and promoting access to civil documents and Housing, Land, and Property (HLP) rights in the Northeast and Southeast Myanmar.
  2. Help to ensure the capacity building of ICLA staff and partners.
  3. Help to ensure the organisational development of NRC’s ICLA programming.
  4. Establish an excellent working relation with donors, international organisations, international NGOs, local authorities, CBOs, and communities in order to consolidate NRC’s ICLA programme in the Southeast.
  5. Manage day-to-day elements of NRC’s ICLA programme activities in his/her AoR.
  6. Document technical issues (HLP, citizenship, cross-border, legal identity, non-discrimination, and gender) and questions, and report them to the ICLA Specialist. Contribute to assessment of the legal situation pertaining to ICLA activities.
  7. Support in the implementation of research linked to peacebuilding-related projects.
  8. Identify, recruit, manage, follow up, and build capacity of ICLA staff.
  9. As delegated, hold budget and administrative responsibility for geographic and/or thematic areas within the ICLA projects.
  10. Monitor, evaluate, and suggest changes and improvements in the programme and materials based on observations and discussions with NRC colleagues.
  11. In cooperation with ICLA staff, prepare monthly reports and supervise data collection for M&E reporting.
  12. Communicate with and obtain necessary agreements and understanding from local authorities and partners in the AoR.
  13. Conduct frequent travel to the field to supervise programme implementation.
  14. Ensure good cooperation and exchange of information with NRC colleagues, other relevant partners, and external actors.
  15. Contribute to the development of NRC’s Country strategy, action plan, and priorities in the ICLA sector and for integrated programming with consideration of cross-cutting issues.

 

Our ideal candidate

Our ideal candidate has experience from working in complex and volatile contexts and with project management, including management of staff and team building/motivation. Other required competencies includes:

  • Technical ICLA expertise, including some knowledge on international standards on HLP rights and access to nationality and statelessness issues in relation to forced displacement
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
  • Experience in peace building missions or peace processes
  • Background on international human rights law, international relations, or related social science areas.
  • Knowledge of the context in Myanmar
  • Ability to work under minimal supervision

We offer

  • Contract period: 12 months
  • Salary/benefits: According to NRC’s general directions, see attached Grade Structure
  • Duty Station: Lashio, Myanmar with 50% travel
  • Start date: March 2018
  • This is an unaccompanied post/non family duty station, with accomodation/ housing of moderate standard (in some field locations shared accomodation).
  • All international staff working and residing in Myanmar are obliged to pay income tax to the Myanmar authorities.
  • Approved health certificate will be requested before contract start
