1. Contracts Specialist, P-3, #63046, FT

Purpose of the Position

Under the general guidance of the Contracts Manager, is responsible for the planning, development and execution of procurement of a selected portfolio of vaccines; including proposing method of purchase-in support or ensuring an uninterrupted, sustainable supply of affordable, quality products. Conducts and contributes to analysis and worldwide market research and long-range forecasting, in order to achieve the most appropriate supply solution 

Summary of key functions/accountabilities:

  1. Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, SD Manual, and all other applicable procurement procedures.
  2. Conducts and facilitate contracts management to ensure supplier compliance to LTA’s and purchase order terms and conditions.
  3. Issues international tender invitations to acceptable suppliers, evaluates quotations, clarifies offers, and negotiates with suppliers as appropriate.
  4. Makes recommendations for finalization of purchases, adjudicates offers in consultation with WHO, and internally Technical and QA Centres.  Prepares and defends submissions to CRC.
  5. Works closely with countries, programmes and partners on work plans and procurement coordination, issues of forecasting of quantities and planning of funding.
  6. Ensures adequate and coordinated planning of procurement and demand of vaccines, including during introduction phases, peaks and campaign seasons as applicable.
  7. Performs market intelligence gathering and conducts written analyses in order to establish perspectives of future market conditions, potential funding and forecasting needs.
  8. Support Country programs, Program Division and Regional Offices in Vaccine Security, forecasting and the procurement of Immunization supplies through preparation or participation in workshops, field visits and partnership meetings.
  9. Reviews material specifications and requirements with appropriate Technical counterpart to ensure completeness and appropriateness.
  10. In partnership with WHO and internal Technical and QA Centres, evaluates suppliers with respect to delivery performance, product acceptability, and commercial acceptability.
  11. Establishes work plans and priorities, monitors achievements and evaluates performance of support staff.
  12. Any other duties or assignments as requested by the supervisor 

 

2. Contracts Specialist, P-3, #102930, FT

Purpose of the Position

Under the guidance of the Contracts Manager, the incumbent supports strategic procurement of Measles Containing Vaccines in support of country routine, campaign and outbreak response - requirements. MCV includes: Measles monovalent; Measles Rubella; Measles Mumps Rubella, but may also include other combination vaccines depending on country program demand. Conducts vaccine market analysis and manages funding requests, reports and procurement plans for the introduction of measles rubella vaccine and campaign activities as part of Gavi, the Vaccine Alliance and the Measles Rubella Initiative. Conducts and contributes to analysis and worldwide market research and long-range forecasting, in order to achieve the most appropriate supply solution.

  9. In partnership with WHO and internally Technical and QA centers, evaluates suppliers with respect to delivery performance, product acceptability, and commercial acceptability.
  10. Establishes work plans and priorities, monitors achievements and evaluates performance of support staff.
  11. Any other duties or assignments as requested by the supervisor

 

Qualifications of Successful Candidate

Education:

A completed Advanced University Degree (Master’s Degree) in business administration, commerce, pharmaceuticals, law or technical field.

or

A completed 1st University Degree (Bachelor Degree) in business administration, commerce, pharmaceuticals, law or technical field as well as 7 years of relevant progressively responsible professional experience in strategic procurement of Health-related commodities that may be accepted in lieu of advanced degree (Master's).

 

Work Experience:

A minimum five years of progressively responsible professional experience in strategic procurement of Health-related commodities.  

At least three years’ work experience at an international level.

An experience in procurement of vaccine/biological materials.

A knowledge of worldwide strategic procurement, contract negotiations and administration.

A high level of organizational skill.

An experience in emergency supply and procurement.

A vaccine market knowledge and experience.

A good knowledge of computer applications.

 

 

Languages:

Fluency in English and proficiency in other UN language is required.
