Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

IOM implements large-scale global health assessment programmes to assist migrants to satisfy immigration health screening requirements, to address health needs, ensure continuity of health care, and to provide medical documentation required by various destination countries. Pre-departure health assessments (HAs) are an obligatory part of the immigration process for certain categories of migrants (such as visa applicants, resettlement refugees, and labour migrants originating from certain countries or regions) traveling to various destination countries. Major destination countries for IOM beneficiaries include Australia, Canada, New Zealand, the UK and the US.

IOM staff verify the client’s identity at all points in the health assessment process, including at registration, history-taking, radiology, phlebotomy, laboratory testing, physical examination, additional pre-departure evaluations or interventions, and pre-embarkation checks (for refugees). As clients (or their samples) move through the health assessment process from one medical examination stage to another, it is crucial to ensure that identities are verified with high certainty throughout the whole HA cycle – that it is the same person (or sample) participating in each stage of the assessment.

The identification of certain health conditions during HAs could impact (or be perceived to impact) migrants’ immigration prospects. Additionally, in many countries, stigma exists around certain conditions, particularly tuberculosis and HIV. Coupled with the anxiety migrants’ face at the potential of a positive test result to delay or impair their prospects for migration, these elements play a role in the incidence of substitution or fraud. Such cases, while rare, have been known to occur in IOM HA operations.

Challenges in conducting identity verification in the context of health assessment programmes (HAPs) include the fact that identity documents are not always of good quality (especially for refugees), which increases the complexity of document verification and, consequently, the risk of fraud or substitution.

Multiple staff are involved in the HA process and need to be trained in performing identity verification. While such training offers some protection against substitution, unintended human errors may happen at critical points of the process. Such errors include clerical errors, which may compromise the integrity of HA processing, especially when opening client records or printing out labels for chest X-rays or laboratory samples. The deliberate involvement of staff in fraud is rare, but not unknown.

Objective

The objective is to assess the potential of biometrics applications to enhance the integrity and efficiency of the HA process and provide recommendations on the cost-effective and process-appropriate solutions.

Core Functions / Responsibilities:

• Develop an assessment methodology, including a questionnaire, if applicable, and coordinate it with IOM prior to starting the fieldwork.

• Collect relevant sources and reports (included those provided by the IOM HA staff), and undertake desk review.

• Conduct interviews and observation at two HA field sites: Manila, Philippines, and Amman, Jordan. The scope of the assessment will cover the integrity-related strengths and weaknesses of current HA workflows and business processes, including both the technical aspects and staff competencies.

• Evaluate the existing biometric system at IOM Amman, document experience and lessons learned so far.

• Assess a possibility of integration of biometrics application with the electronic platforms, used in the HA process, namely, the Migrant Management Operational System Application (MiMOSA) and the UK Tuberculosis Detection Programme Global Software (UKTB GS). To this end, familiarize yourself with the use of MiMOSA and the UKTB GS in the field, review applications and discuss the feasibility of such an integration with the Migration Health Informatics (MHI) team and Migrant Applications Unit (MAU).

• Analyze the findings in the context of current biometric technologies and best managerial practices. Provide several scenarios for the introduction or expansion of biometrics, each with a cost and benefit analysis and enumeration of limitations and any other points that should be considered by IOM. The recommended options need not be limited to biometric technologies, but should look holistically at technology, workflows, privacy and data protection. • At the final stages of the assessment report write-up and carry out a debriefing webinar with IOM staff to discuss the recommendations and elicit feedback from IOM. A preliminary draft should be shared with IOM prior to the webinar.

• Produce a final report and recommendations in English.

Required Qualifications and Experience:

Education

• University degree in Information Technology.

Experience

• At least 10 years of government or private sector experience in implementing and managing systems with a biometric component.

• Demonstrated ability to carry out needs assessments and articulate optimal solutions that utilize biometric technologies in a cost-effective manner.

• Excellent up-to-date knowledge of current biometric technologies, their comparative strengths and weaknesses, and their practical application in identity verification and enhancing the integrity and efficiency of business processes.

• Excellent knowledge of the responsible use of biometrics and best practices in privacy and data protection.

• Experience with the use of biometrics in health care delivery is a strong advantage. • Ability to work well within a diverse team, establish and maintain good working relations with people of different national and cultural backgrounds.

• Ability to work effectively in difficult field locations. Problem-solving attitude and ability to deliver the required work in a self-motivated capacity with minimum supervision and in a timely manner
